Tenant Users Liability Insurance Program

The TULIP Program provides low cost General Liability insurance for outside entities and groups who wish to use municipal properties or facilities owned by Members of the MMA Risk Management Services Property and Casualty Pool.  The program protects both the Tenant User and the municipality itself against claims by “third parties” who may be injured or have property damage as a result of the activities of the Tenant User. 

Events may range from very low risk activities, such as seminars, receptions or weddings, to higher risk events including camps, sports events and concerts.  The premium is based upon the risk associated with the event or activity, the number of days needed, the number of participants and if there are any special requirements, such as liquor liability, food service, etc.

Here is how it works:

The Municipality is registered to use the TULIP program account through HUB International at no cost.

When a Tenant User wants to use the facility, the facility management directs the Tenant User to   www.ebi-ins.com/tulip and provides a six digit ID code that identifies the facility.

The Tenant User enters the ID code and answers a few basic questions in a three-step process that provides an on-line quote.

If the Tenant User decides to purchase coverage through the facility’s program, they simply enter their credit card information and coverage is bound, including forwarding a Certificate of Insurance to the facility, the Tenant User and the agent or broker.

Your Tenant User now has access to generate a quote and bind General Liability insurance via the TULIP online system!

Coverage and Limits:

Coverage limits of $1 million are available for products/operation, including liability for bodily injury and property damage. The policy will pay those sums that the insured (the tenant user) becomes legally obligated to pay as damages because of bodily injury or property damage to which this insurance applies.

Volunteer Firefighters Blanket Accident Program (VFF)

The Volunteer Firefighter Program (VFF) coverage is underwritten by The Hartford and is designed to pick up coverage for fire department activities that fall outside coverage provided under the Maine Workers Compensation Act. 

Eligibility:       Municipal membership in MMA

Cost:               $44.61* per fire/rescue volunteer

Term:             Individual effective dates for each municipality

Benefits:       Medical expense reimbursement
                        (with a $500 deductible)............. up to $25,000.00
                        Death benefit.................................... $25,000.00
                        Death benefit/dependent education....... $5,000.00
                        Seat Belt Death Benefit..................... $20,000.00
                        Living Benefit Option.......................... $12,500.00
                        Dismemberment....................... up to $25,000.00
                        Weekly Disability Payments.....             70% of average weekly

Enrollment:     Participating municipalities must enroll ALL fire and rescue volunteers.  Junior Firefighters and Auxiliary receive limited coverage at no additional cost.

Changes:         This is blanket coverage and notification is not required if minor changes occur in the fire/rescue roster

Limitations:      Coverage does not duplicate or replace Workers Compensation benefits.  Heart, Circulatory, infectious disease, and door-to-door coverage applies only to emergency activities.  Disability payment limitations apply to volunteers over 60.  Heart or Circulatory benefits do not apply to volunteers over the age of 65 nor anyone treated for similar condition within five years.

Accident Insurance for Volunteers

The program provides medical and dental reimbursement, death and dismemberment benefits for individuals injured while performing volunteer duties for municipalities.  Eligible entities must participate in the MMA Workers Compensation Fund or Property and Casualty Pool and must list ALL volunteers.  The Blanket Coverage allows enrolling entities to cover all volunteers for the coverage year even if the names of all volunteers are not known at the time the enrollment application is submitted.

                       Pool or Workers Compensation Fund

Cost:             $3.75* per volunteer per year

Term:             July 1st through June 30th of each year

Benefits:       Medical expense reimbursement
                        (excess of individual’s own
                        health care coverage)………….   Up to $25,000
                        Death benefit ……………………              $  2,500
                        Dismemberment ……………… Up to $ 2,500 

Enrollment:  Municipalities must enroll ALL eligible volunteers   
                        except those with similar coverage elsewhere

                       Municipalities must agree to keep an accurate record
                       of all volunteers and that list is subject to audit
                     
Carrier:         CIMA Companies of Alexandria, Virginia

Changes:      This is blanket coverage and notification is not
                        required if minor changes occur in volunteer numbers

Limitations:  Coverage is excess over the volunteer’s own health
                         care coverage.  If volunteer does not have health  
                         care coverage, this coverage is primary coverage.
