Town of Cape Elizabeth
The Town of Cape Elizabeth is seeking qualified applicants for the position of Assessor. This position requires detailed, specialized and extensive knowledge of the practices, procedures and legal guidelines of property assessment and taxation. Assessor is required to exercise considerable independent judgment in administering the assessment program within general policy guidelines and is subject to specific statutory laws and regulations, stated in (Title 36, M.R.S.A.).
Duties and Responsibilities:
- Discovering, listing, and valuing all taxable property, real and personal, for taxation within the Town.
- Maintenance of all records necessary to administer the assessment program including updating tax maps, property cards, and tracking ownership changes.
- Analyzing sales, and performing regular, computer-assisted revaluations.
- Provides explanation of real and personal property assessments and responds to abatement requests and valuation appeals.
- Administrative work in the office and technical fieldwork.
- Supervise members of the Assessing department in the technical and administrative functions of the department.
- Serves as a member of the Town’s management team. Department management is performed under the direction of the Town Manager.
- Administers the Town Council adopted Senior Tax Relief Program.
- Coordinates with other departments and the Town Council.
- Shares in the development of departmental and organizational short- and long- range goals.
Qualifications:
- Experience in property assessment work involving the appraisal and assessment of land and buildings.
- Experience in data analysis, data entry, and the maintenance of standard office records.
- Satisfactory completion of a course of study leading to certification in real property appraisal, or graduation from an accredited college program with specialization in property assessment.
- Working knowledge of building construction and renovation practices.
- Possession of a valid certified Maine Assessor designation or be capable of certification within six months.
- Experience with Patriot/Catalis CAMA system and GIS software programs is desirable.
- Excellent interpersonal skills and the ability to communicate effectively with municipal officials and taxpayers.
- Business or public administration degree is desirable.
- Valid Driver’s License is required.
