The City of Portland is seeking an experienced Budget Manager. This position assists the Finance Director and City Manager with preparation of the $350M+ City of Portland annual operating budget, performs ongoing monitoring of the budget, prepares monthly financial status and trend analysis reports for the City budget, and together with a large team of Department financial staff, assists with budget related inquiries and costing.

The Budget Manager utilizes our financial accounting system, Munis, along with the Microsoft Office suite to conduct a monthly analysis of City revenues and expenditures and makes recommendations based on such analysis while also monitoring and providing financial guidance to City departments. General hours for this position are 8:00 a.m. - 4:30 p.m. M-F. This position is eligible for some remote and flexible or alternate work hours.
About the Department:
The Department of Finance consists of Administration and Treasury. The Finance Director and the Deputy Finance Director oversee the efficient operations of these functions. The Budget Manager works in conjunction with and provides guidance to individual department financial officers as they prepare and administer department budgets. Additional Duties & Responsibilities:
• Works closely with department financial officers to investigate significant budget to actual discrepancies; provides departments with guidance in performing their own financial evaluations and in other areas as needed.
• Performs individual budget account preparation for a variety of non-departmental budget lines based on instruction from the Finance Director.
• Maintains a working knowledge of the automated budget preparation program / software and works closely with Information Technology Department staff to enhance the system, create new Excel or SSRS reports and assist departments in their use; provides ongoing analysis of budget proposals during the review process as changes occur.
• Coordinates compilation of the final budget documents, including graphics, overall setup, proofreading, printing and binding.
• Creates system generated monthly budget financial status reports for posting online for the City Council / City Manager / public.
• Various other financial duties such as budget adjustment approvals, historical and comparative budget research, reconciliation of records, reimbursement requests, grant administration, preparation of audit schedules, fringe benefits calculations, and other duties as assigned.
Required Experience:
• 5+ years of experience with complex budgeting, including budget preparation and monitoring.
• Basic knowledge of accounting principles and procedures.
• High proficiency in personal computer use, including Microsoft Office is ideal.
• Experience in computer-assisted financial analysis and the demonstrated ability to make recommendations based on financial analysis.
• Desire and ability to provide excellent customer service to internal customers.
Preferred Experience:
• Bachelor’s degree in Finance, Accounting or Business.
• Budgeting experience within a municipality, strongly preferred.
• Experience with Munis is a plus.

Salary & Benefits:
This is a Non-Union position - Grade C44, Salary range: $80,650.00 - $99,201 annually.
