The City of South Portland is currently seeking a 37.5 hour a week full-time Building Inspector/Assistant Code Enforcement Officer to join our Planning and Development team. We are seeking a steady individual with solid building and plumbing code inspection skills to collaborate with our Code Enforcement Officer/Division Director and to act as a resource for the Planning and Development Division and other City departments.

Position Summary: This position is primarily responsible for building and plumbing code inspections associated with residential and commercial renovations and new construction in the City of South Portland. The work involves plan review, research, permitting, field inspections, investigations, correspondence, and records management. This position works closely with the Code Enforcement Officer (CEO) and other inspectors and City staff to ensure code compliance, enforcement of building and plumbing code requirements, and adherence to other pertinent local, state, and federal regulations. This position serves as an Assistant Code Enforcement Officer (ACEO), is one of the primary Plumbing Inspectors, and is an alternate Local Health Officer for the City. The position also serves as back-up to other code enforcement staff, and the work includes a variety of tasks and functions for which the Code Enforcement Office has primary responsibility, such as shoreland, floodplain, and land use zoning regulations.

The Building Inspector/ACEO will exercise considerable independence and judgement and must be able to work independently with limited oversight. Work is performed under the general supervision of the Code Enforcement Officer / Division Director, and is reviewed through informal discussions, periodic feedback sessions, evaluations, reports submitted, feedback from the public, and general observation of work performance and/or results obtained. No employees directly report to this position.

Education: High school diploma required. Graduation from a two-year post-secondary college, technical school, or vocational program in building construction or structural design, or a related field of study is preferred.

Experience: Three (3) or more years of experience in code enforcement, plumbing, residential construction, land use regulations, municipal government or a related field. Work experience and knowledge of residential building systems, and plumbing systems and installations is required. Alternatively, may have an equivalent combination of training and experience.

Certification as a Code Enforcement Officer by the state of Maine is preferred upon hire, and must be obtained within one (1) year from the date of hire. Must complete all additional training and certification standards for Code Enforcement Officer, including Legal Issues and Enforcement, Shoreland Zoning, Land Use Planning, and other code enforcement certification areas as determined by the City, within two (2) years of appointment.

Must possess and maintain a valid State of Maine motor vehicle operators’ license.

This is an hourly position with a 37.5 hour standard schedule over a four day week, with the option of remote or in-office flex time on Fridays. Must have a flexible schedule with the ability to work hours outside normal office hours including occasional evenings, weekends and holidays.

Salary Range beginning July 1, 2024: $31.46 – $35.85/hour ($61,339 - $69,915 annually) depending on experience.  This position is eligible for annual step increases, and possible annual cost of living increases as approved by the City Council.
