Status: Full-Time (37.5 hours/week)

Grade: 7 [$27.51 - $40.59/hour]

 

SUMMARY: The Cash Management/Deputy Treasury Manager position is responsible for the custody and management of all collected City funds, manages a comprehensive cash management and debt service program, performs all municipal bank reconciliations and serves as the City’s Excise Agent.

EDUCATION AND EXPERIENCE: Associate’s degree (Bachelor’s degree strongly preferred) in Accounting, Finance or other related Business Administration program. Must have 3-5 years administrative experience in municipal treasury, investing, cash management or accounting, or equivalent combination of education and experience. Applicants must have strong accounting and computer skills, cash management best practices, reconciliations and familiarity with debt service and motor vehicle excise tax. Preference given to those with Treasurer & Tax Collector certification.

WORK ACTIVITIES: Manages a comprehensive cash management and debt service program. Performs all municipal bank reconciliations; prepares departmental debt service invoices, reconciles and maintains the debt database and processes EFTs by specified due dates. Assists the Treasury Manager with billing and collection activities. Prepares and manages the City’s investment portfolio in accordance with State laws and regulations and the City Charter. Monitors bank activities and prepares various management reports. May act as a back-up for customer service at the Treasury window as well as for the cash-up process. Acts as the system administrator for all treasury information systems including PayPort, tax collection and excise software and online banking information. May attend meetings and serve on committees to represent the City and complete other job duties, as assigned. After one (1) year of employment, will directly supervise four (4) clerical treasury positions.
