Agency Information:   The Office of the State Auditor has the statutory authority to audit all accounts and other financial records of State government, including any counties, municipalities, and any organization, institution or other entity receiving or requesting an appropriation or grant from State government.  The Office conducts its audits in accordance with auditing standards generally accepted in the United States of America, and the Uniform Guidance contained in 2 CFR 200.  The Office is also authorized to review departmental budgets and capital programs for better and efficient management of State government, to serve as a staff agency to the Legislature and the Governor in making investigations of State’s finances.

 

Job Duties: The IT Audit Manager position is supervisory and works under the administrative direction of the State Auditor and Deputy State Auditor.  The assigned work schedule is five days per week. 

The position has authority to direct multiple audit teams (approximately 1-4 staff members at any given time) to accomplish either financial or compliance audit assignments timely. 

The position participates in the planning and performance of the Single Audit for the State of Maine including work to support an opinion on the State of Maine’s financial statements and issuing reports on internal control and compliance with state and federal laws and regulations.  The position works with lead auditors who generally are IT Principal Auditors or IT Senior Auditors to develop effective, efficient and complex information technology (IT) audits of general and application controls used by organizational units of State government, which may require extensive knowledge of both accounting principles and auditing standards; perform controversial high-profile audit assignments, including special examinations by the Maine Legislature; and develop written audit findings and recommendations based on their IT control testing results. They provide technical or audit support to lead auditors by assisting in the planning, designing and performance of one or more components of audit assignments in accordance with the U.S. Government Accountability Office (GAO) Federal Information System Controls Audit Manual (FISCAM); and when appropriate, provide guidance to other auditors on the proper interpretation and practical application of those principles. They provide technical assistance to auditee management by identifying operational risks based on their testing of technology controls established to provide assurance that State administered programs comply with federal laws, regulations, contracts, and agreements. Responsibilities also include conducting special projects approved by the State Auditor.

The position represents the Office at entrance and exit conferences with the executive management and staff of other agencies and has the responsibility to deal with audit issues presented at these meetings. 

The position provides expert technical assistance to staff and others in government agencies to properly interpret changes in accounting principles and auditing standards.  The position is required to annually apply to be a team member on a Peer Review of other state organizations. 

The position has authority to adjust work assignments within assigned teams to address changes in audit risk; make adjustments and approve audit plans; recommend changes to audit approach to improve the efficiency and the effectiveness of the audits; provides coaching to staff after each assignment; make recommendations regarding employee promotions, and advise senior management regarding changes to policies and procedures that will improve the efficient operation of the Office.

MINIMUM QUALIFICATIONS:  To qualify, candidates must have a Bachelor’s Degree in Computer Science and/or Management Information Systems, or related fields such as Accounting, Business Administration, or Other; AND at least seven (7) years of information technology audit experience or five (5) years of experience conducting Single Audits, with at least four (4) years of managerial experience.  The candidate must also be certified as a Certified Information Systems Auditor (CISA), Certified Public Accountant (CPA), or Certified Internal Auditor (CIA).  Preference will be given to candidates with CISA or CPA designation. 

 

The background of well-qualified candidates will demonstrate the following competencies:

Knowledge of IT auditing standards, principles, techniques, methodologies, standards, and practices promulgated by the U.S. GAO FISCAM and the Information System Audit and Control Association (ISACA).

  • Expertise regarding AICPA/GAO auditing standards for governmental organizations
  • Expertise applying modern management principles, practices, and techniques
  • Expertise applying State and federal laws, rules, and regulations
  • Knowledge regarding generally accepted accounting principles (FASB/GASB)
  • Knowledge of diverse operational environments of other governmental entities
  • Ability to communicate effectively orally and in writing as a subject matter expert
  • Ability to establish and lead a team of any size
  • Ability to effectively and efficiently plan, organize, assign and direct audit objectives
  • Ability to develop and implement policies, interpret complex laws and technical information
  • Ability to interpret complex agency policies, procedures and goals for audit planning purposes
  • Ability to conduct complex or high-profile technology control audits of governmental entities
  • Ability to interpret the most complicated federal and state laws, rules, and regulations
  • Ability to effectively interpret and implement new auditing standards or accounting pronouncements
  • Ability to effectively analyze and interpret the most complex IT system design, logic, functionality and related processes
  • Ability to effectively analyze and interpret the most complicated organizational procedures, workflow and functions
  • Ability to research and interpret the most complex technology-related laws, regulations, and compliance requirements
  • Ability to analyze, interpret and instruct personnel to apply expert data extraction techniques
  • Ability to instruct personnel to effectively draft test scripts, run and analyze results
  • Ability to effectively and efficiently secure facts through investigation
  • Ability to develop effective and efficient testing strategies to verify IT system functionality
  • Ability to review and advise subordinate auditors on how to effectively and consistently conclude whether agency IT controls meet requirements based on audit testing results
  • Ability to prepare and defend controversial or high-profile audit findings; and recommend appropriate corrective action
  • Ability to provide consistent and effective audit finding review and categorization
  • Ability to assess audit risk for complex technology and effectively adjust to changes, as necessary
  • Ability to effectively review, write and formally present technical reports and documents
  • Ability to review work of professional staff for accuracy, completeness, and conformance to professional auditing standards
  • Ability to present before Legislative committees and other high-level meetings with State agency personnel
  • Ability to interact with all levels of government personnel and to effectively represent the Office
  • Ability to obtain and process information, reach a conclusion, and then explain and defend position, if necessary
  • Ability to analyze and evaluate complex accounting transactions, information technology systems, and systems of internal control
  • Ability to develop and implement policies, interpret complex laws and technical information
