The City of South Portland is currently seeking a 37.5 hour a week full-time Code Enforcement Officer – Division Director to join our Planning and Development team. This is an opportunity to join a well-run city and play a part in serving our community. We are seeking a steady individual with solid code compliance, enforcement and management skills to collaborate with and act as a resource for the Planning and Development Division and other City departments.

Position Summary: Serve as head of the Code Enforcement Office and act with all authority given to a municipal Code Enforcement Officer under the Ordinances of the City of South Portland and Statutes of the State of Maine. Manage the daily operations and supervise personnel of the Code Enforcement Office, develop work plans and scheduling, interact with the public and other City staff and departments on issues related to code compliance and enforcement, and oversee processes that ensure all development and construction meets City-adopted codes and regulations.  Responsible for administration and oversight of zoning and land use regulations; code compliance and enforcement of building, plumbing, and/or electrical codes; health codes; floodplain and other ordinances, laws, and regulations adopted by the City of South Portland.

Work is performed with considerable discretion, initiative, and independent judgment under the general supervision of the head of the Department of Planning and Development. Work is reviewed by the department head through informal discussions, periodic feedback sessions, evaluations, and feedback from the public and general observation of work performance and/or results obtained. Supervise administrative staff, inspectors, and other personnel assigned within the Code Enforcement Office. 

Education: High School diploma plus two (2) years of technical training required.  Bachelor’s degree from an accredited college or university in the field of study in public administration, business management, building trades or related field of study preferred.

Experience: Six (6) or more years of increasingly responsible experience in code enforcement, community planning and development, or a similar field, including three (3) or more years of managerial experience, is required. Experience or training in land use regulations, construction methods, and municipal government preferred. Critical thinking and effective communication and writing skills are required.

Certification as a Code Enforcement Officer and Local Plumbing Inspector by the State of Maine upon hire is strongly preferred. The ability to complete all required training and certification standards for Code Enforcement Officer as required by the Maine DECD Code Enforcement and Certification Training Program and Title 30-A M.R.S. § 4451 within twelve (12) months of appointment is required. Must possess and maintain a valid State of Maine Class C motor vehicle operators’ license and be able and willing to operate a motor vehicle in order to conduct site visits and inspections. Certification as the Local Health Officer through the state of Maine is also required.

Must have flexibility to work non-weekday hours if called in for an emergency situation.

This is a salaried position with a 37.5 hour standard schedule over a four day week, with the option of remote or in-office flex time on Fridays. Must have a flexible schedule with the ability to work hours outside normal office hours including occasional evenings, weekends and holidays.

Salary Range: $47.86 – $57.64/hour ($93,334 - $112,415 annually) depending on experience.  This position is eligible for annual step increases, and possible annual cost of living increases as approved by the City Council.
