Emergency Management Deputy Director

Job Summary:

Assists Director in planning, coordinating, and implementing the Emergency Management Program for the County and the implementation of directives from state and federal laws governing emergency management. Build rapport and establish collaborative relationships with a broad range of partners, including entities from the public, private and nonprofit sectors, academia, and municipal leaders to develop and promote capabilities through training and exercises countywide.

Essential Duties/Responsibilities:

  • Assumes the duties and responsibilities of the Director in his/her absence.
  • Develops, implements, and manages plans for the Emergency Management Agency and County of Kennebec.
  • Locating, analyzing, and presenting data in the form of tables, graphs, and charts to stakeholders.
  • Assist in the development and delivery of instructional and educational materials for both the public and governmental partners. Conduct presentations to civic organizations, agency partners, and public and private institutions on all-hazards, whole community preparedness and incident command system.
  • Serve as the County’s Emergency Operations Center (EOC) operations planner during emergencies by displaying situational awareness incident resources.
  • Work as a member of the EMA team in the performance of duties.
  • Be punctual for scheduled work and use time appropriately.
  • Perform required amount of work in a timely fashion with a minimum of errors.
  • Be neat and maintain a professional appearance.
  • Understand and work within Kennebec County Government Policies and Procedures.
  • Exercise high professional ethical standards. Maintain confidentiality. Exercise sound judgment and discretion when dealing with sensitive or other protected information encountered during course of work.
  • Performs other similar duties as assigned or required.

Knowledge, Skills and Abilities Required:

  • A four year degree in environmental science, emergency management or other closely related field AND at least
  • Two to three years related hazardous materials technical experience, National Incident Management Systems, and Incident Command Systems.
  • A valid State of Maine class C driver’s license and clear driving record required.
  • Must have completed the following NIMS/ICS Courses: IS-100, IS-700, IS-800 (ISC-300 & ICS-400 is preferred but not required).
  • Must complete within 1 year of employment the Professional Development Series.
  • Ability to develop, coordinate, evaluate and process methodology for preparedness and response programs.
  • Familiarity with FEMA National Qualification System and NIMS resource typing.
  • Ability to communicate effectively, both orally and in writing, with all stakeholders.
  • Ability to remain objective in sensitive situations and maintain constructive working relationships while seeking conflict resolution.
  • Ability to analyze and evaluate department operation, applying judgment and discretion in resolving problems and interpreting policies and regulations. Collect, assimilate, and analyze data and information related to operations, equipment, and functions, and prepare appropriate recommendations.
  • Functional experience in and effective use of common office applications including Microsoft Outlook, Excel, Word, PowerPoint, etc.
  • Ability to develop, prioritize, balance, and complete long- and short-term goals.
  • Develop related departmental projects, objectives, and budget. Leverage resources and coordinate with internal and external partners to achieve goals.

Most work is performed under general office conditions, the noise level is usually quiet. Travel throughout Maine to attend meetings, training, and disaster exercises directly related to emergency management, incident command system, technological hazards, adversarial threats, and natural hazards. May be required to work outdoors in all weather conditions for training, disaster exercises, and real-world incident management.

While performing the duties of this job, the employee is regularly required to sit and stand (at times for prolonged periods), communicate effectively and actively listen. The employee may occasionally lift and/or move up to 50 pounds.
