Job Summary:

 

The Emergency Management Deputy Director is responsible for providing planning, financial and administrative support for the Somerset County Emergency Management (STEMA).  This position is responsible for data entry related to all STEMA expenses and tracking of accounts payable, as well as tracking and reporting of grant budgets, grant proposal submissions, grant preparation, and grant reporting.  This position will also provide administrative support to the Director including meeting coordination, communication, and operational support.  This position also assists STEMA with planning and preparedness and will assist with response and recovery as needed. 

 

 

  1. Essential Duties and Responsibilities

 

    1. Prepare and process bi-weekly payroll for STEMA. Track employee accumulation and usage of accruals and provide the Director monthly totals.

 

    1. Prepare and process accounts payable to include reviewing all invoices and supporting documentation of accuracy, and applying appropriate billing codes that encompass multiple funding streams. Will ensure that proper entry is made into TRIO and hard copies of all invoices are received at the Treasurer’s Office in time for processing.

 

    1. Compile information provided at the direction of the EMA Director for multiple state stipends and federal grants through its lifecycle to include submitting grant narratives, workplans, and sub recipient award letters, submitting reimbursement requests, tracking pending revenue, preparation of periodic reporting requirements to include grant closeout reports.

 

    1. Assist the Director with development of the department’s annual operational budget.

 

    1. Serve as the County’s Emergency Operations Center (EOC) Finance contact during emergent crises by tracking expenses incurred during the event.  Also, will serve any other role as assigned by the Director.

 

    1. Assists with municipal disaster recovery duties, to include, on behalf the Director, dissemination of damage request information, collection and consolidation of municipal damage information and submission to Maine Emergency Management Agency, as well as coordination with FEMA and representatives of municipalities that have submitted damage information for damage verification in pursuit of a disaster declaration request and for hazard vulnerability records.

 

    1. Work as a member of the STEMA Team in the performance of duties.

 

    1. Assist in the maintenance of current emergency plans to include the Local Emergency Preparedness Committee (LEPC) All Hazards Plan, the Somerset County Hazard Mitigation Plan, and the Somerset County Emergency Operations Plan.

 

    1. Assist in coordinating the functions of the LEPC advisory committee.

 

    1. Receives, reviews, and processes Hazardous Chemical Inventory Reports for facilities with the County and maintains database software system in which date is entered for reporting and analysis.

 

    1. Coordinates LEPC guest speakers and remote meeting locations as facilities as appropriate over the course of the year.

 

    1. Participate in training opportunities as scheduled for professional development.

 

    1. Assumes supervisory and on-call status at the request or absence of the Director.

 

    1. Performs all other duties as assigned.

 

 

  1. Specifications/Qualifications

 

    1. High School diploma or equivalent.
    2. 5 years’ experience in Emergency Management is preferred. Also, preference given to applicants with Maine Emergency Management Certification (CEM-ME).
    3. Must be familiar with emergency plans and procedures mandated by Federal and State legislation and implemented by the Emergency Management Agency.
    4. Have functional knowledge of computers and automated systems including Microsoft products, the internet, and other specialty software for tracking and reporting.
    5. Experience with TRIO preferred.
    6. Excellent oral and written communication skills.
    7. Must complete or have completed National Incident Management System (NIMS) and Incident Command training within two months of hire to include IS700, 100, 200, 300, 400, and 800.
    8. Ability to understand and follow oral and written instructions and assignments.

This job operates in a professional office environment in support of public safety. Travel to attend meetings, training, and disaster exercises directly related to emergency management, finances, and federal grant management will be required. May be required to work outdoors in all weather conditions for training, disaster exercises, and real-world incident management. 

 

  1. Physical Demands/Conditions

 

While performing the duties of this job, the employee is regularly required to sit and stand (at times for prolonged periods), communicate effectively and actively listen. The employee is occasionally required to stand, walk, climb, crouch, crawl, bend, push/pull/drag objects, and use hands repetitively to support emergency management functions and missions. The employee may occasionally lift and/or move up to 20 pounds.
