NOTICE IS HEREBY GIVEN, that sealed bid proposals are sought and requested by the Town of Greenville for the following Contract:

GREENVILLE MUNICIPAL AIRPORT "CONSTRUCT STUB TAXIWAY ‘C’ (APPROX. 150’ X 25’),

STUB TAXIWAY ‘D’ (APPROX. 190’ X 25’),  AND INSTALL PERIMETER FENCING AND GATES"

Sealed bids for the “Construct Stub Taxiway ‘C’ (approx. 150’ x 25’), Stub Taxiway ‘D’ (approx. 190’ x 25’), and Install Perimeter Fencing and Gates” project will be received by the Town Manager at the Town Office, 7 Minden Street, Greenville, Maine, until Tuesday, April 22, 2025 at 4:00 p.m. local time, where all bids will be publicly opened, read aloud and will be broadcast publicly via Zoom and posted to the Purchasing website under Audio Recording. Bids submitted after this time will not be accepted. Bids must be submitted in a sealed envelope clearly marked “Construct Stub Taxiway ‘C’ (approx. 150’ x 25’), Stub Taxiway ‘D’ (approx. 190’ x 25’), and Install Perimeter Fencing and Gates,” AIP Project No. 3-23-0023-XX-2025”.

 

The proposed work may include but is not necessarily limited to: The construction of the 150’ x 25’ stub Taxiway C, the construction of the 190’ x 25’ stub Taxiway D, and the removal of existing diagonal Taxiway A between the terminal apron and Runway 21; including erosion control, unclassified excavation, pavement removal, grading, edge reflectors, storm drainage, underdrained vegetated filter, installation of subbase and base gravels, paving, marking, as well as other ancillary items.

Bid Alternative 1 includes a motorized sliding cantilever gate at the Airport Rd. terminal apron entrance. Bid Alternative 2 includes non-motorized chain link swing gates.

Bid Alternative 3 includes vinyl-clad chain link fence at the Airport Rd. terminal apron entrance.

 

Please take notice:

  1. Any bid received at the Town of Greenville Office after 4:00 p.m. on the due date will not be considered.
  2. Bids received via facsimile or electronically will not be considered.
  3. Bid proposals must be submitted in duplicate (one original and one exact copy).
  4. The Town reserves the right to reject any and all bids submitted and to waive any informality.

An on-site walk-through will be held at the Greenville Municipal Airport on Wednesday, April 9, 2025 at 10:00 a.m. local time. A virtual pre-bid meeting will be held on Wednesday, April 9, 2025 at 2:00 p.m. local time, via Zoom meeting. Representatives of Owner and Engineer will go through the project’s scope of work and be available to discuss the project as well as any bidder questions. Once the bidder requests plans via the above website, an email will be sent to the email address provided containing a link to download the bid documents and plan set.

 

Addendums and other additional or revised Contract Documents will be available on the website ONLY and it is the Bidder’s sole responsibility to check the website for additions or revisions up to the day prior to the due date for the proposal listed above. Addendums and other additional or revised Contract Documents will not be transmitted directly to Bidders or Plan Holders.

Bid security in the amount of at least five percent (5%) of the total bid must be submitted with the Bid. The bid security may be either a certified check or a proposal guaranty bond executed by a surety company authorized to do business in the State of Maine. Bid security shall be made payable to the Town of Greenville. Late bids, unsigned bids, facsimile bids, electronic, or bids submitted without security will not be considered.

 

The successful bidder must provide a 100 percent Performance Bond, and a 100 percent Labor and Materials Payment Bond, and begin execution of this contract within ten (10) calendar days following the Notice to Proceed.

 

Construction under this contract will be funded by Federal Grant under the Airport Improvement Program (AIP) and will be subject to all applicable requirements of the U.S. Department of Transportation / Federal Aviation Administration and the Maine Department of Transportation. Award of all contracts will be contingent upon receipt of Federal funding under the AIP.

 

Wages paid to employees must comply with the minimum established by U.S. Department of Labor Wage Determination and CH 149, § 26-27D, M.G.L. The contractor must comply with the Davis-Bacon Act, Anti- Kickback Act, the Occupational Safety and Health Act, the Contract Work Hours and Safety Standard Act, Title VI of the Civil Rights Act of 1964 and Executive Order 11246.

 

The Town of Greenville has an approved Disadvantaged Business Enterprise (DBE) program for Airport Improvement projects which the successful bidder must comply with, the specific goals for this job being listed within the contract documents. The goal for utilization of DBE for this project shall be 1.9% of the total dollar value of the prime contractor’s bid.

 

No bidder may withdraw their bid within 180 days after the actual date of the bid opening, thereof. The Town of Greenville reserves the right to reject any, and all proposals, to waive any informality on bids received, to omit any item or items deemed advisable, and to accept any bid that it may deem to be in the best interest of the Town of Greenville and the Greenville Municipal Airport.
