NOTICE OF INVITATION FOR SEALED BIDS
February 5, 2025

The City of Brewer is inviting sealed bids for the purchase of a new 4-wheel drive commercial diesel tractor, equipped with a bucket loader, mower deck, bush hog, and specified attachments. The tractor must be new, unused, and meet the detailed specifications listed below.

Bid Submission Details

• Deadline: All bids must be submitted no later than 11:00 A.M. on Thursday, March 6th, 2025.  Bidders are welcome to be present for the Bid opening following the deadline at the following location

Late submissions will not be considered. Please ensure envelopes are marked clearly with the following:
"BID FOR 4-WHEEL DRIVE DIESEL TRACTOR W/BUCKET LOADER, MOWER DECK, & BUSH HOG."

The City of Brewer reserves the right to accept or reject any portion of a bid or decline the entire bid at its discretion.

1. Bid Requirements

Bids must include a new, unused commercial 4-wheel drive diesel tractor, equipped with a bucket loader, mower deck, bush hog, and other specified attachments, in accordance with the specifications provided.

2. Tax Exemption

Bids must be exclusive of all Federal and State sales taxes. Vendors must provide a detailed list of the base price, attachments, and extras to meet the specifications.

Vendors must submit the latest printed specifications and illustrations for all equipment quoted, as advertised by the manufacturer. Submissions must include warranty information and an estimated delivery date.

4. Equipment Standards

All components must represent the latest available models, fully tested, serviced, and ready for operation. Equipment must meet the specifications listed and be approved by the Brewer Water Department.

5. Implicit Requirements

All items necessary to meet the intent of these specifications are required, even if not explicitly mentioned. Vendors must provide such items as if they were specifically listed.

6. Demonstration Requirement

Within 10 days of bid opening, the City of Brewer may require vendors to demonstrate the proposed equipment within the State of Maine to confirm compliance and performance.

7. Award Considerations

The City of Brewer will evaluate bids based on price, quality, delivery time, parts availability, and service. Vendors must supply operating, shop, and parts manuals upon delivery.

8. Specification Compliance

Vendors must address all items on the attached specification sheets, noting any deviations. Failure to address specifications may result in bid rejection.

Vendors must specify delivery time prior to bid award.

10. City Manager’s Discretion

The City of Brewer reserves the right to accept or reject any or all bids, in whole or in part. The City Manager may accept a higher bid if it is deemed to be in the best interest of the City.

   • Hydrostatic transmission.
   • Four-wheel drive (4WD).
   • Rollover Protective Structure (ROPS).
   • Operator station with ergonomic controls and adjustable seat.
   • Power take-off (PTO) with mid and rear capability.
   • Standard three-point hitch (Category 1).
   • Minimum 6-gallon fuel capacity
   • Fuel, hour meter, oil pressure, engine preheat light, temperature gauge, alternator light.
2. Detachable Front Loader
   • Quick-attach loader system.
   • Minimum lift capacity of 1,000 lbs.
   • Minimum lift height of 85 inches.
   • Bucket width suitable for compact utility tractors.
3. Mower Deck
   • Mid-mount mower deck.
   • Minimum cutting width of 60 inches.
   • Adjustable cutting height range.
   • Easy attachment and detachment system.
4. Rotary Cutter (Bush Hog)
   • Minimum cutting width of 48 inches.
   • Suitable for heavy grass and brush cutting.
   • Adjustable cutting height.
   • PTO-driven with slip clutch or shear pin protection.
5. Additional Features
   • Rear work light.
   • Turf tires
   • Delivery to the City of Brewer Water Department.

WARRANTY

• Provide standard warranty details, availability of parts, and access to loaner/rental equipment during warranty repairs.
