General Notice
The Town of Hartland, Maine is requesting Bids for the construction of the following Project:
Commercial Street Sewer Improvements Phase 2

Bids for the construction of the Project will be received at the Hartland Town Office located at 21 Elm Street, Hartland, Maine 04943 until Wednesday, March 12, 2025 at 11:30 AM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Work under this project includes, but is not limited to, the installaon of approximately 1,600 LF of 8” Ø PVC sanitary sewer main line, approximately 820 LF of 4” Ø PVC sewer services, installation of new precast concrete sanitary sewer manholes, vertical sewer cleanouts, 400 tons of trench, driveway, and roadway pavement, and all materials, equipment, labor, traffic control, clearing, earthwork, restoration of existing disturbed areas and incidentals related to the complete installation of all elements within the project as specified and shown on the Drawings.
Alternate Bid No. 1 includes manhole rehabilitation and replacement work as shown on the Manhole Rehabilitation schedule and all earthwork, restoration of disturbed areas, and incidentals as required for a complete project.
Bids are requested for the following Contract: Commercial Street Sewer Improvements Phase 2
Project has an expected duration of 150 days.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 A.M.– 5:00 P.M., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying $100.00 for each set plus $35.00 to mail.

This project will require compliance with the Federal Build America, Buy America Act (BABA) per the Supplementary Conditions (BABA-1) and the use of American Iron and Steel in accordance with Public Law 113-76, Section 436.
Bid Bond
“A bid must be accompanied by Bid security made payable to Owner in an amount of 5% of Bidder’s maximum bid price and in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions.”
Agency Not a Party
“This contract is expected to be funded in whole or in part by the State of Maine Department of Environmental Protection (DEP) Clean Water State Revolving Loan Fund (CWSRF) program. Neither the State of Maine nor any of its departments, agencies, or employees is or will be a party to this contract.”
SRF Disadvantaged Business Enterprises Program
“The contractor must comply with the Disadvantaged Business Enterprises (DBE) requirements contained in the CWSRF Supplementary Conditions.”
Federal Requirements
“The contractor must comply with all Federal Requirements per the CWSRF Supplementary Conditions.”
Davis-Bacon and Related Acts
“The contractor must comply with the Davis-Bacon Related Act per the CWSRF Supplementary Conditions. All laborers and mechanics employed by the contractor and subcontractors on this project shall not be paid less than the prevailing wage rates contained in the wage determination published in the bidding documents. The Contractor and subcontractors shall use the Elation system software, made available by the State of Maine Department of Environmental Protection, for uploading their certified weekly payroll”.
American Iron and Steel
“The contractor must comply with the use of American Iron and Steel requirements per the CWSRF Supplementary Conditions.”
Build America, Buy America
“The contractor must comply with the use of Build America, Buy America requirements per the CWSRF Supplementary Conditions.”
