INTRODUCTION

Through this Request for Proposals (“RFP”), the Town of Winslow, Maine (Town) seeks proposals from qualified building demolition contractors to assist in the demolition of a vacant, former middle school located Danielson Street Winslow, Maine and owned by the Town. Demolition work will include the demolition and removal of the building as more particularly described herein. The firm selected must have qualified personnel who can represent Town in all aspects of property demolition.

 

ONSITE INSPECTION

There will be a pre-bid onsite inspection of the building and property on Wednesday April 9, 2025, at 10:00 AM. Prospective bidders are encouraged to attend to view conditions.

SCOPE OF WORK

DEMOLITION REQUIREMENTS AND SPECIFICATIONS

The Town seeks to engage qualified building demolition contractors to demolish/raze the vacant, former school building located at 6 Danielson Street Winslow, Maine (the “Property”). Demolition work will include the demolition and removal of the building, foundations, slabs, as well as, the demolition and removal of site improvements, as more particularly described below. Demolition and all related work must be completed by August 30, 2025. The successful respondent shall be referred to herein as the “Contractor.”

 

SCOPE OF WORK

This Scope of Work includes the following components with respect to the Property:

    1. Demolition and removal of all above ground buildings, basements, concrete/asphalt slabs, foundations, appurtenances, garbage, and debris.
    2. Demolition and removal of site improvements, including, but not limited to parking slab, concrete sidewalk, ramps, entrances, and utilities. The concrete sidewalk is limited to the portion adjacent to the building.
    3. Removal and disposal of asbestos (if discovered) in accordance with State of Maine Department of Environmental Protection and the federal Clean Air Act (and all implementing regulations).
    4. Filling of the demolition site with clean, non-hazardous/lead free gravel of 1” or less, to meet existing site grades, compacted as necessary to stabilize the material and eliminate excessive settling.
    5. Installation of soil, erosion-sedimentation control, and stormwater management as required by Maine DEP and local regulations/ordinances.
    6. Contractor must have adequate on-site dust control and erosion measures in place. Contractor may not use the onsite hydrant as source of water for the project.
    7. Verify Utility disconnects. Successful bidder should contact the Public Works Department and Water/Sewer Utilities Department before working and coordinate all activities with the Town.
      Maintain protection of adjacent structures, utilities and properties. This shall include the installation of temporary safety/construction fencing around the perimeter of the designated project area.
    1. Unless identified/specified by the Town, any and all building contents, become the property of the contractor, with salvage value to be a consideration in the bid price.
