1. Introduction
The Town of Wiscasset is seeking sealed proposals for the replacement of nine (9) 8’ x 20’ floating dock units for its recreational pier on the Sheepscot River. The replacement docks must meet the specifications outlined in this Request for Proposals (RFP) and be delivered to the recreation pier in Wiscasset.
2. Scope of Work
The successful bidder will be responsible for the design and fabrication of nine (9) floating dock units, each measuring 8 feet by 20 feet, to replace existing floats at the Wiscasset Recreational Pier. The dock units should be constructed using wooden materials that can withstand the harsh marine environment, such as pressure treated wood or hemlock. Other types of material MAY be considered.
Design and Material Specifications:
- Size: Each float should measure 8 feet by 20 feet.
- Materials:
- Pressure-treated wood or hemlock or other suitable materials for structural components, including the frame, deck, and floatation members.
- All hardware, fasteners, and attachments must be marine-grade stainless steel to prevent corrosion.
- Floats should be designed for high durability in a marine environment and meet all applicable safety standards.
- Floatation: Use of high-quality, durable flotation devices (such as polyethylene or similar) that provide stable buoyancy and are resistant to water absorption and degradation.
- Decking: The decking must be non-slip and finished to provide safe access for recreational boaters.
- Frame Construction: The frame of the float should be designed for strength and stability to withstand tidal movements and harsh weather conditions.
- Anchoring and Attachment: Each dock unit must be designed to connect securely to the existing recreational pier and be equipped with suitable connections to ensure safe attachment and adjustment for tides.
3. Qualifications
To be considered, the contractor must demonstrate the following:
- A minimum of 3 years of experience in constructing and installing floating docks or similar marine structures.
- References for at least two (2) similar projects completed in the past five (5) years.
- Familiarity with local environmental regulations and safety standards applicable to marine construction.
4. Proposal Submission Requirements
All proposals must include the following:
- A detailed project proposal that outlines the design, materials, construction, and installation plan.
- Cost breakdown including the total price for the construction and delivery.
- Timeline for completion of the project.
- A list of references with contact information from previous clients who have worked on similar projects.
- Proof of insurance coverage (general liability and workers’ compensation).
- A copy of the contractor’s business license and relevant certifications.
5. Proposal Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Cost: The total cost for the materials, fabrication, and installation of the dock units.
- Experience and Qualifications: The experience of the contractor in designing and constructing floating docks and similar marine structures.
- Quality of Materials: Compliance with the specified materials and adherence to quality standards.
- Timeline: The proposed timeline for completing the work and ensuring minimal disruption to the recreational pier.
- References: Positive feedback from previous clients and evidence of successful, similar projects.

Late proposals will not be considered. The Town of Wiscasset reserves the right to reject any or all proposals, to waive any irregularities or informalities in the proposal process and to negotiate with the selected bidder to finalize contract terms or modify the scope of work.
7. Project Timeline

- Proposal Submission Deadline: December 12th, 2024 5:00 pm
- Bid Opening: December 16th, 2024 9:00 am
- Project Start Date: ASAP
- Completion Date: no later than May 1st, 2025 (may be negotiated)
