Notice is hereby given that the Inhabitants of Franklin County [Owner] will receive sealed bids for the Reed Road Bridge Replacement Project until 5:00 PM local time on June 14, 2024 at the offices of Wentworth Partners & Associates, located at 31 Commercial Street, Skowhegan, Maine, at which time and place all bids will be recorded and set for deliver to the Owner. Bids received after this time will not be accepted.

Each Bidder must submit a single sealed envelope with three copies of the bid documents, the outside of which must be clearly marked  Reed Road Bridge Replacement Project.

This project requires removal of the existing 50' clear span bridge structure (steel beams, precast concrete deck, on failing wooden abutments) and replacement with 66' clear span bridge structure (steel beams, precast concrete deck, on cast-in-place concrete abutments). The new bridge will have a low chord about 2' higher than the previous bridge as well, which allows for greater flood capacity. Reed Road, which is a gravel road, will be regraded within +/- 200' of the bridge to blend in this raised height. Stream restoration will be required for this project. There is a riffle just upstream of the old bridge and a scour pool directly under the old bridge that are thought to have formed due to the old bridge being undersized. Sediment from the riffle is to be cut and placed into the scour pool, leaving the riffle as a high area and the pool as a low area, but brought to within the potential difference limits observed elsewhere on the stream.

Copies of the Project Manual may be obtained upon payment of a non-refundable fee of $25.00 per set and will be mailed from the offices of Wentworth Partners & Associates, Skowhegan, Maine, or electronically at no cost.

All permitting for this was applied for with the State of Maine Department of Environmental Protection (Maine DEP) and the United States Army Corps of Engineers (USACE). All permits are in place as of May 1, 2024. The project’s in-stream work shall be completed between July 15, 2024 and September 30, 2024.

The Franklin County Commissioners reserve the right to accept or reject any or all bids and to waive formalities. No proposal may be withdrawn for at least 30 days after receipt of proposals.

A mandatory Pre-bid site meeting shall be held on Thursday, June 6, 2024 at 01:00 p.m. EDST at the project location on Reed Road.
