The Town of Washington, Maine is seeking competitive proposals from qualified contractors to perform a revaluation of all real and personal property in the Town, effective April 1, 2028. The successful proposer will be responsible for conducting a comprehensive and systemic review of all properties to ensure accurate and equitable assessments.

Scope

It is the express intent that the revaluation project shall include but not be limited to:

  • Conduct a full revaluation of all taxable and exempt real property within the Town of Washington.
  • Calculate the just value of each parcel of taxable and tax-exempt real estate with separately expressed land and building values as well as total property values.
  • Develop and provide expanded and updated cost tables and land schedules reflecting current market conditions.
  • Obtain full measure, current sketches, and photographs of all parcels.
  • Calculate all land areas, particularly waterfront parcels. All waterfront areas are currently listed in Trio as zero acreage.
  • Update property cards with accurate and detailed property data.
  • Issue notification letters to property owners.
  • Provide availability for abatement hearings at the conclusion of the process to accommodate the appeal process.

The estimated population as of the 2020 census is 1590.

The Town of Washington has never had a revaluation performed.

The Town has a total area of 39.20 square miles.

There are approximately 1550 total parcels in town, with approximately 950 developed parcels.

Proposal Requirements

Interested firms must submit proposals that include the following:

  • A detailed description of the methodology and approach to be used for the revaluation process.
  • A timeline and work plan demonstrating how the project will be completed within the specified time frame.
  • Qualifications and experience of the firm, including previous similar projects and past interactions with the town.
  • A cost proposal outlining the total estimated cost and payment schedule.
  • A list of all staff performing field work.
  • All staff or contractors working on the revaluation project must be experienced with Trio software.

All proposals must be received by 1:00 pm on Tuesday, April 22, 2025. Proposals must be in a sealed envelop clearly marked “Revaluation Proposal” and may be mailed to:

Proposals may also be delivered in person to the Town Office at 40 Old Union Rd, Washington ME, during business hours.

Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Experience and qualifications of the firm and assigned staff.
  • Demonstrated ability to complete similar projects within budget and on schedule.
  • Clarity and feasibility of the proposed methodology and work plan.
  • Cost-effectiveness of the proposal.
  • References and client feedback.

Award

Bids will be opened at the Select Board meeting on Wednesday, April 23, 2025, at the Washington Town Office. The Select Board reserves the right to reject any or all proposals. The Select Board reserves the right to interview any or all firms before awarding the bid. A final firm will be selected to enter into contract with the Town no sooner than May 14, 2025, or a date to be determined.
