Request for Qualifications/Proposals For Revaluation of Taxable and Exempt Real Property


1. Introduction
The Town of Paris is seeking proposals from qualified firms for the revaluation of all taxable and exempt real property within the town. This project will be conducted over a staggered four-year period from September 2025 through August 2029. The successful proposer will be responsible for conducting a comprehensive and systematic review of all properties to ensure accurate and equitable assessments. The Town of Paris has 3106 parcels, and encompasses a total area of 40.97sq miles.

2. Scope of Work
The selected firm will be required to perform the following tasks:
• Conduct a full revaluation of all taxable and exempt real property within the Town of Paris.
• Implement a staggered review process over the four-year period, ensuring consistent and organized progress.
• Annual report to the Select Board of quarterly findings and statistics.
• Develop and provide expanded and updated cost tables and land schedules reflecting current market conditions.
• Obtain current sketches and photographs for all properties.
• Update property cards with accurate and detailed property data.
• Issue notification letters to property owners whose assessments have increased by more than 10%.
• Provide availability for abatements and hearings at the conclusion of the process to accommodate the appeal process.

3. Proposal Requirements
Interested firms must submit proposals that include the following information:
• A detailed description of the methodology and approach to be used for the revaluation process.
• A timeline and work plan demonstrating how the project will be completed within the specified time frame.
• Qualifications and experience of the firm, including previous similar projects, or past interactions with the town.
• A cost proposal outlining the total estimated cost and payment schedule.
• List of staff performing field work while wearing easily identifiable articles.

4. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
• Experience and qualifications of the firm and assigned personnel.
• Demonstrated ability to complete similar projects within budget and on schedule.
• Clarity and feasibility of the proposed methodology and work plan.
• Cost-effectiveness of the proposal.
• References and client feedback.

5. Submission Details

• Selected firms will be contacted for in-person interviews March 10, 2025-March 13, 2025.
• Selection of a final firm to enter into contract negotiations with the Town will be the week of March 17, 2025.

6. Terms and Conditions
• The Town of Paris reserves the right to reject any or all proposals, in whole or in part, waive any informalities, and negotiate contract terms with the selected firm.
• The selected firm will be required to enter into a formal contract with the Town of Paris.
• All work must comply with local, state, and federal regulations.
• The selected firm must maintain appropriate insurance coverage throughout the duration of the project.
