Introduction

The Town of Gorham, by and through its Parks and Recreation Department and Community Development Department, invites interested parties to submit Proposals to develop a Parks and Recreation Master Plan, consisting of an analysis of the Town’s existing facilities and amenities, as well as an analysis of the anticipated future needs of the community.

Submission

To be considered by the Town, proposal submissions must include four (4) hard copies and one (1) digital copy of the complete submission packet in a searchable PDF format. All submissions must be received by the Community Development Department by 5:00 p.m. on March 3, 2025. No late submissions will be considered. Questions

Any questions must be directed in writing to [email protected] no later than 5:00 p.m. on Monday, February 10, 2025. The Town will issue a response to all questions on or before 5:00 p.m. on Thursday, February 13, 2025. The response will be in the form of an addendum to the RFP, which will be available on the Town’s website. Notifications will be sent out at the time of release of all addenda to the appropriate Registered Vendor List.

Late Proposals

It is the responsibility of the consultant(s) to see that their proposals have sufficient time to be received before the submittal deadline. Any proposal, portion of a proposal, or unrequested proposal revision received at the Town of Gorham after the time and date specified, will be returned to the consultant unopened.

Withdrawal of Proposals

No consultant may withdraw their proposal for a period of ninety (90) days from the date of opening. All proposals shall be subject to acceptance by the Town during this period. To withdraw a proposal prior to the opening, the consultant shall request the withdrawal in writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne by the consultant.

Municipal Background

With a population of 18,346, the Town’s boundaries cover 51.29 square miles. Existing amenities include five parks, six tennis courts, six basketball courts, twelve 60ft softball/baseball diamonds (one of which is lighted for softball), one bike pump track, one skateboard park, eleven pickleball courts, two 90ft baseball diamonds (one of which is lighted), one open-space field area, two indoor gymnasiums, two community gardens, three ice skating areas, one riverfront dock, two playgrounds not attached to schools, three school playgrounds, one community space/ function hall, one activity center for childcare and senior programs, five multi-use fields, one concession/restroom/maintenance building and two multi-modal public paths/ trails.

The Town’s goal with this RFP is to create the Town’s first Parks and Recreation Master Plan. The objectives are to work toward implementing improvements to existing facilities that best serve the needs of the growing community. The Master Plan will serve as a usable “blueprint” for the future growth and maintenance of the Town parks, facilities, programs and services.
