RFP: Tri-Town Recreation and Facilities Master Plan

The Androscoggin Valley Council of Governments (AVCOG) is soliciting proposals from qualified and experienced firms to develop a Recreation and Facilities Master Plan for the tri-town area of Jay, Livermore, and Livermore Falls in western Maine. The overall goal of this master plan is to allow for meaningful future recreational and facility improvements that yield higher levels of performance and increased enjoyment for all user groups. This plan would include an asset inventory, mapping and analysis of all existing recreational assets; a needs assessment process to identify opportunities and deficiencies; a public outreach process to identify and prioritize community needs; the outline of an implementation process for upgrading and/or building infrastructure and facilities to meet community needs, including funding and phasing strategies. 

The following schedule has been prepared for this RFP process. Note project constraints may cause the evaluation and selection related dates noted below to change. 

• RFP issue date: Thursday, December 12, 2024
• All interested parties should express their interest via email by Monday, January 6, 2025
• RFP Questions due to AVCOG: Monday, January 6, 2025 (Please submit questions in writing via email to [email protected].) 
• Answers Posted: Friday, January 10, 2025
• Proposals Due: Friday, January 17, 2025, by 4:30 p.m.

After all proposals have been reviewed, interviews will be scheduled with selected respondents. Once interviews are complete, AVCOG anticipates notifying the successful respondent by February 1, 2025.
