The Town of Winthrop is seeking to remove and replace asphalt shingles on a 40’ x 60’ hip-style roof, and to assess the need to replace the substrate at the municipal police station located at 15 Town Hall Lane in Winthrop, Maine. 

The Town requests the following services:  

A. To assess the need to replace the substrate, remove old asphalt shingles from present roof, and replace with a 30-year asphalt shingle.

B. Provide all labor and materials and install the project to completion.  

C. Remove all rubbish and waste materials upon completion of the project.  

The complete Request for Proposals is posted at winthropmaine.gov/pdroof. 

Contractors must deliver two (2) copies of the proposal to the address below by the indicated deadline. Emailed or faxed submissions will not be accepted. Each response shall be submitted in a sealed envelope clearly marked with the Contractor’s name and “POLICE ROOF REPLACEMENT” on the outside.

DEADLINE:  4:00PM THURSDAY, MAY 1, 2025. Proposals will be publicly opened immediately after the submission deadline.

Contractors must personally visit the Police station to inspect the roof and the scope of the project prior to submitting a proposal. Contact Chief Paul Ferland at [email protected] or 207-377-7225 to schedule a site visit.

Questions pertaining to general information regarding this RFP shall be addressed only in writing. No questions will be answered in-person or via telephone. Questions shall be emailed to Chief Paul Ferland at [email protected]. Responses will be shared at winthropmaine.gov/bidsrfps.  B. Written questions are due to the Town by 12:00 PM (noon) Thursday, April 24, 2025. Responses to submitted questions will be answered and posted in a subsequent addendum by 4:30 PM Thursday, April 24, 2025. Any questions received after 12:00 PM (noon) Thursday, April 24, 2025, will not be answered.
