JOB PURPOSE: Responsible for the overall effective and efficient operation of the Criminal Investigation Division and Internal Affairs. The position is full-time and non-represented, with a full benefits package. Pay is commensurate with experience, with a salary range of $75,712 to $90,438 per year. QUALIFICATIONS AND EXPERIENCE:
- Graduate of Maine Criminal Justice Academy Basic Police School or a waiver eligible out-of-state equivalent training program for full time law enforcement officers.
- Working knowledge of federal, state, and local laws and ordinances pertaining to police operations and tactics.
- Associate’s Degree in Criminal Justice or related field preferred or equivalent supervisory experience and/or training.
- Equivalent related supervisory experience and/or training may be substituted for education on a year-by-year basis.
- Experience in financial management at a management level preferred.
- Ten (10) years of law enforcement experience preferred.
- Progressive managerial experience preferred, the equivalent of Lieutenant or higher rank.
- Experience in the use of Excel/statistical analysis, budgeting, staff development, unions and grievances, and major case management.
MAJOR RESPONSIBILITIES:
- Ensures effective Criminal Investigation Division operations by directing the Criminal Investigation Division.
- Guides Agency decisions by establishing, monitoring, and enforcing policies and procedures.
- Ensures the accurate processing of complaints by determining if complaints are substantiated or unfounded and documenting findings.
- Assists in hiring personnel by being responsible for pre-employment background investigations of Cumberland County Sheriff’s Office applications.
- Assists county attorneys by preparing reports and collecting pertinent materials with regard to civil litigation against the county.
- Meets Agency’s objectives by developing and implementing goals and strategies for CID personnel.
- Assists the Criminal Investigation Division by responding to major crime scenes to coordinate activities of investigation.
- Advises Sheriff and Chief Deputy on all law enforcement division promotions.
- Assists the Sheriff by addressing citizens’ questions regarding Agency services at town meetings and other informal settings.
- Assist the Investigation assistant with processing FOAA requests and Early Warning Systems (Blue Team and IA Pro).
- Assist citizens who have complaints against Agency personnel by investigating such complaints and taking corrective action when required.
- Assist the Sheriff by serving as a member of the Sheriff’s collective bargaining team and in evaluating union proposals.
- Ensures quality agency by providing recommendations on policy development issues.
- Ensures accurate database by developing and maintaining data on the progress and productivity of projects and officers within the Division.
- Completes operational requirements by scheduling and assigning employees; following up on work results.
- Maintains staff by recruiting, selecting, orienting, and training employees.
- Maintains staff job results by coaching, counseling, and disciplining employees; planning, monitoring, and appraising job results. Review and complete employee evaluations as appropriate.
- Achieves Financial Objectives by assisting in the preparation of the Sheriff’s Office law enforcement; scheduling expenditures, analyzing variances; initiating corrective action.
- Ensures quality investigations by reviewing criminal and internal cases being presented for prosecution and determining whether complete and thorough investigations were conducted.
- Ensures quality training for all CID members by coordinating all required and specialty training.
- Maintains professional and technical knowledge by attending educational workshops; establishing personal networks; participating in professional societies.
- Contributes to team effort by accomplishing related results as needed.
- Coordinates Bi-Annual Drug Take Back and Annual Document Shredding Events.
- Supports the county’s safety and health policies by attending required safety training programs; reporting all accidents, and suspected safety hazards to the supervisor.
- Fulfills job function by participating as an active member in training; participating on county task forces and performing other responsibilities as assigned.
- Ensures professional/staff career development and department adherence to required standards.
- Trained in suicide prevention, detection, and procedures annually.
- On call rotation with other administrators; some on call weekends required.
- Oversight of evidence property and evidence technicians, the school resource officer program, and digital evidence (body cameras) through the media specialist.
- Other duties as assigned.
