Frenchboro Seeking Municipal Administrator

The Town of Frenchboro is seeking a Municipal Administrator to take the place of the prior administrator, who has announced resignation from their town position effective June 30, 2024. This position will be paid a yearly salary of $17,028 for an expected average of 10-15 hours per week. The contract length will be from July 1 through the end of fiscal year 2024-25 (June 30, 2025), at which time renewal of contract will be discussed and considered if mutually agreeable to both the employee and Town of Frenchboro Select Board.

The attached job description is an overview of duties anticipated in the position but may not be exhaustive of all tasks required in the role on some occasions. This job could be performed by an individual who would work closely with the administrative (on island) assistant but work virtually, including the attendance of Select Board and other meetings online.

Any substantial or recurring requested changes to the tasks listed below within the position description must be discussed and mutually agreed upon first by both the employee and Select Board.

The start date for the position will be Monday, July 1, 2024, or upon completion of contract signing if the latter comes first. Applications will be accepted and reviewed on a rolling basis until the position is filled.

Job Tasks Include:

  • Become familiar and maintain working relationships with key stakeholders and relevant entities including but not limited to The Island Institute, Maine Seacoast Mission, Maine Coast Heritage Trust, Maine Municipal Association, Hancock County Planning Commission, etc.
  • Prepare town annual report, town meeting warrants and notifying clerk of relevant dates
  • Act as liaison between Select Board and other municipal committees and officials; including but not limited to monitoring progress, assisting with compliance with State of Maine requirements, and reporting to the Select Board
  • Assist the Planning Board and Board of Appeals with permit processing and site plan review
  • Review and update town ordinances as needed in concert with any relevant boards, committees, or officials
  • Help work to revive historically inactive boards and councils in town operations and assist in ensuring their long-term sustainability
  • Monitor the budget and financial affairs of the town along with the Treasurer and Select Board, including communication with the Treasurer to coordinate timely preparation of IRS forms, monthly financial reports, annual audit process and recording property transactions in Trio.
  • Long-term major town project planning and management, including coordinating with appropriate consultants or agencies as needed
  • Grant prospecting, writing, administration, and funding planning for town projects
  • Assist relevant municipal officials and board chairs with annual budget planning process
  • Draft selective communications for the town, including but not limited to key emails and RFP’s
  • Coordinate and assist with running Select Board meetings
  • Draft or update municipal operations policies as needed
  • Coordinate any new town staff job search processes

Preferred (but not all required) Skills:

  • Presence on island year-round on a consistent basis or remote worker with willingness to travel to the island as needed
  • Bachelor’s degree in a town management or budgeting related field
  • 2+ years of municipal operations experience
  • Knowledge of Frenchboro or similar Maine island/coastal community history and a strong grasp of Maine municipal operations best practices
  • Transparency, trustworthiness, and a diplomatic approach in handling municipal operations
  • Obtainment of required FOAA or other training certifications as soon as practicable following start date, along with consistent maintenance of trainings needed to fulfill duties of the position
  • Ability to Lift 30lbs
