The City of Westbrook was a traditional mill city that has grown and diversified significantly over the last two decades to become a residential hub and business center for the region. Westbrook has a population of over 20,000 and covers 17.36 square miles. Westbrook is centrally located to both urban and rural amenities. Currently, the City employs approximately 195 full-time and 80 variable hour employees covered by five different Collective Bargaining Agreements. The departments contained within the City are the Mayor’s Office, Economic Development, City Clerk, Finance, Human Resources, Planning, Code Enforcement, & Assessing, Public Services, Community Services, General Assistance, Library, Police, Fire & Rescue, and Dispatch.
We are hiring a full-time Accounts Receivable & Motor Vehicle Specialist in the Finance Department. This is a highly responsible position related to the financial operations of the City of Westbrook, with a primary focus on accounts receivable and motor vehicle transactions. The role provides high quality service to customers in compliance with federal law, State statute, City ordinance and the policies of the City of Westbrook. This work involves frequent exposure to sensitive and confidential information requiring a high level of judgment and independence. Work is performed under the general supervision of the Tax Collector.
The Finance Department manages all aspects of the City's financial operations, including accounting, budgeting, financial reporting, payroll, and compliance with financial regulations. It handles disbursements, motor and recreational vehicle registrations, tax payments, hunting and fishing licenses, and sewer and tax liens. Finance also provides financial analysis and advice to the City Council and other departments, ensuring responsible financial stewardship. The department works closely with auditors and ensures the City meets state and federal financial requirements. The department is staffed by nine full-time employees.

Job Duties:
- Provides customer service support and assistance to designated city departments as needed; trains front-line staff on various policies and procedures relating to customer service representative functions.
- Maintains a basic understanding of generally accepted accounting principles.
- Posts customer payments by recording cash, checks, and credit card transactions.
- Records accounts receivable transactions in the financial system.
- Processes NSF (Non-Sufficient Funds) checks and sends certified notices to customers.
- Serves as a back-up for the front-line customer service representatives, ensuring accurate and efficient processing of a variety of transactions including handling cash; performing motor vehicle registrations, boat registrations, collecting excise taxes, snowmobile and ATV fees, property taxes and tax liens, processing miscellaneous transactions, collecting fees and fines for parking violation tickets and miscellaneous accounts receivable; issuing marriage licenses, certified copies of birth, marriage, and death certificates; and other transactions as assigned.
- Responsible for ordering and maintaining supplies for City Hall operations (e.g. copy paper, office supplies, mail supplies, etc.).
- Compiles various state reports for motor vehicles, ATV, boat, snowmobile, and hunting and fishing, ensuring accuracy and comleteness before submitting to the Tax Collector for review.
- Balances daily cash drawers and transactions in accordance with policies and procedures.
- Serves as the City’s Motor Vehicle Agent in collaboration with the Bureau of Motor Vehicles (BMV); overseeing the accurate record keeping of all transactions related to vehicle registrations, excise taxes, and title transfers. Ensures proper management and maintenance of records for internal and BMV auditing purposes.
- Maintains inventory of motor vehicle and inland fisheries stickers and plates, and responsible for periodic inventory audits of stickers and plates.
- Conducts research as needed on motor vehicle regulations, excise laws, and other related procedures.
- Provides Notary services as needed.
- Upholds confidentiality and treats employees and citizens fairly and equitably, respecting privacy and sensitive information.
- Responds to internal and external customer requests and inquiries by telephone or in person as needed; explains departmental and city policies; and prioritizes effective communication with citizens and employees.
- Collaborates with the Tax Collector to actively seek out, identify, and implement continuous process improvements.
- Performs other duties and tasks as assigned.
Education and Qualifications:
- Associate’s degree preferred or equivalent work experience required.
- A minimum combination of three (3) years of finance or related experience, including a minimum of two (2) years of experience in bookkeeping, accounting, or other related experience, with a specialization in Accounts Receivable processes.
- Any equivalent combination of education, training or experience that provides the required accounts receivable knowledge, skills, and abilities will be acceptable.
- Must have a current State of Maine Notary Public certification or must be able to obtain certification within three (3) months after being hired.
Compensation and Benefits:
- Competitive salary range of $23.88 – $35.06/hour based on experience.
- This position is covered by the General Unit collective bargaining agreement.
