The Cumberland County Regional Assessing Office oversees the annual real and personal property assessing services for six communities (Gorham, North Yarmouth, Casco, Yarmouth, Falmouth and Baldwin) in Cumberland County.  The department is currently staffed with 7.5 employees, handling the work for six communities. Revaluations are contracted out by each community and the office works with the contracted party for implementation.  Each town hall has an assessing liaison that provides support between the Regional Assessing Office and town hall.

JOB PURPOSE:  The purpose of this position is to manage the daily operations of the Assessing office through the supervision of staff, oversight of administrative systems, establishments of goals and objectives, including the recognition of short- and long-range issues and solutions, to develop, implement and enhance assessing systems to increase greater efficiency and accuracy in order to meet established departmental goals and standards. The position is fulltime, with a full benefits package. Pay is dependent on experience and starts at  $38/hr.  Please note, applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time.

QUALIFICATIONS:   

  • Bachelor’s degree in Public Administration or a closely related field of study;
  • Minimum of 8 years of progressively responsible professional/administrative work experience in a supervisory role;
  • Equivalent combination of experience and education to be considered;
  • Legal experience preferred;
  • Assessing experience preferred.

MAJOR RESPONSIBILITIES:

  1. Manages daily operations of the Assessing department through the supervision and training of staff, oversight of administrative systems, establishment of goals and objectives, including the recognition of short and long range problems and their solution; develops, implements and enhances Assessing systems to increase efficiency and accuracy in order to meet established departmental goals and objectives. Oversees weekly payroll.
  2. Facilitates and oversees workflow management of assessing annual cycle. 
  3. Helps shape the strategic thinking and planning for the Regional Assessing department to include updating, improving and reviewing standardized documents. 
  4. Responsible for the development and oversight of reporting to include basic queries utilizing CAMA software, gathering and organizing information in Excel, interpreting and responding to requests from stakeholders.
  5. Research statutes, case law, ordinances, easements and other deeded rights as necessary.
  6. Develop, standardize and manage correspondence to tax payers, town managers, council/ select board members related to assessments and reevaluations. Attends meetings with municipalities as needed.
  7. Maintains accounts payable systems, approves and transmits invoices, monitors compliance with approved budget requirements.
  8. Monitors use of and order all supplies and equipment.  Works with outside vendors for professional services needed by the Office.
  9. Assists in preparing annual budget proposals for participating municipalities; attends Assessing budget meetings.
  10. Complete annual performance evaluations for all staff; assist them in achieving performance goals.
  11. Responds to complex inquiries as needed. 
  12. Prepares presentations as needed for revaluations.
  13. Acquires and Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies. 
  14. Contributes to team effort by accomplishing related results as needed. 
  15. Supports the County’s safety and health policies by attending required safety training programs; reporting all accidents and suspected safety hazards to supervisor. 
  16. Participates as an active member of county committees
  17. Performs similar or related work as required or as situation dictates.
