GENERAL INFORMATION:           Department:  Economic & Community Development

                                                            Barg. Unit:     AFSCME-Professional Technical Unit (ProTech)

Status:            Full Time, Exempt

Salary:            Grade 6 [$58,246.50 – $84,142.50 annual]

EDUCATION AND EXPERIENCE: Minimum two (2) years related field experience and a degree or certificate from a two or four year college or university; or equivalent combination of education and experience. Must have a valid State of Maine driver’s license and reliable means of transportation. Experience with and knowledge of federal government grants, such as U.S. HUD and EPA programs, is desired. Experience working in building trades with a background in construction project management is ideal.

WORK ACTIVITIES: Responsible for the development, management, regulatory compliance, and reporting of goals and outcomes related to the Housing Rehab Program, the Lead Hazard Reduction Program, and other housing related initiatives of the City. Play a supporting role in oversight and reporting for the CDBG program, the HOME program, and other federally funded programs. Assist the Director and the Community Development Manager in developing and implementing Community Development programs in their portfolio of work. Provide leadership and direction to project partners, property owners, contractors, tenants and City staff to achieve the goals and objectives of the housing programs. Complete environmental reviews as required to ensure compliance and to meet benchmarks for federally funded projects. Provides oversight of the work performed by the Lead Program Manager and the Intake Coordinator. Perform other duties as assigned.
