City of Portland - Code Enforcement Officer/Plan Reviewer

Permitting & Inspections Department

Join a growing, dynamic team that helps enhance the safety and quality of life of Portland’s residents, visitors, and workers. The City’s Permitting and Inspections Department seeks a full-time plan reviewer to assess permit applications for compliance with the International Building Code (IBC), Maine Uniform Building and Energy Code (MUBEC), Americans with Disability Act (ADA), and other applicable building codes and standards. This self-motivated individual will work both independently and as part of a team to review residential and commercial construction plans and specifications, communicate effectively with applicants to resolve deficiencies, and issue permits. This is primarily an office-based position, but the plan reviewer may conduct field inspections to verify compliance and ensure that complex projects are progressing within the terms of the permit.

Requirements:

• The ideal candidate will have education, knowledge, and/or experience in building code administration and enforcement, residential and commercial plan review, and the principles and practices of building construction.
• Candidates must have excellent customer service skills to be able to work with a diversity of property owners, architects, engineers, contractors, and the general public.
• The candidate must have Maine Code Enforcement Certification in legal issues, land use, internal plumbing, subsurface wastewater disposal, and building, energy, and ventilation standards, or the ability to obtain these within six months of hire.
• Must have a valid State of Maine Class C driver’s license, access to a vehicle for daily work use, and must have and maintain a good driving record.
• Ability to complete difficult inspection work and to deal fairly and effectively with the public.
• Ability to recognize any condition hazardous to health and safety and to determine appropriate corrective measures.
• Ability to perform inspections on a variety of existing and new structures including dwelling units and commercial businesses, from foundations to high rise structures, in all stages of construction for the purpose of determining applicable code compliance.

Salary & Benefits:

This is a union position, CEBA (Grade 18M-SP), Salary range starting at $1,051.88/week.
