The City of Portland's Parking Division manages on and off street parking to support the safety and parking needs of residents, visitors, businesses and other departments to help make Portland a safe, livable and economically vibrant city. Additionally, the parking division maintains and collects revenue from approximately 1630 parking metered spaces throughout the City and manages operations for four parking garages as well as four city-owned parking lots.
The Parking Division Director will manage the City's parking programs, needs and assets in alignment with the city's broader transportation and economic development objectives. This role will also be responsible for performing regular comprehensive studies of parking supply, utilization, pricing, and methods of optimization in close coordination with multi-modal transportation alternatives and municipal growth projections; researching and integrating best practices and innovations in parking management.
This position will be responsible for managing approximately thirty FTEs, including recruitment and selection of new employees, training and mentoring, as well as performance management. Additional Duties & Responsibilities:
• Maintains customer oriented educational, marketing, and public awareness programs to inform the public and keep the division responsive to our customers’ needs.
• Resolves customer complaints in a timely, customer friendly manner particularly in conflict situations where city ordinances and/or policies must be equitably enforced.
• Implements safety and security precautions.
• Interacts frequently with neighborhood organizations and the business community to communicate programs and policies, identify problems, outline possible solutions.
• Regularly interacts with, and communicates policy to, other City departments and divisions to achieve mutually beneficial results for the City.
• Attends meetings of the City Council, Council Committees, Planning Board, and other public bodies to deliver presentations or respond to issues under consideration.
• Oversees City-owned parking garages and lots, identifying infrastructure repair and maintenance needs, service levels, and financial performance.
• Analyzes data and information on the operation of the Parking Division and routinely provides reports to the assigned Department Director or Executive Office.
• Responds to requests from the media in coordination with the City's Public Information Officer.
Required Skills & Experience:
• A minimum of an Associate's Degree with emphasis on business/public administration or substantially related field; or any equivalent combination of training and experience that provides the required knowledge, skills and abilities needed for the role.
• At least 5 years managing a parking, transportation, facilities, or related municipal function of similar size and complexity including financial management and management of personnel.
• Substantial knowledge of the principles and practices of municipal parking management or transportation.
• Ability to establish and maintain productive working relationships with representatives of private, public, and non-profit organizations as well as community organizations and the general public.
• General knowledge of the principles, practices, rules and regulations associated with municipal budgets and financial activities; ability to analyze, develop and manage the division’s operating and capital budgets.
• Ability to develop specifications and scopes of work for contracted services, coordinate with City’s Finance and Legal Departments to procure and award contracts, monitor and evaluate contractor performance.
• Demonstrated ability to communicate effectively and diplomatically in writing, verbally, and using a variety of formats (e.g., presentations).
• Ability to manage multiple priorities, use discretion and sound judgment, and manage high stress situations.
• Excellent customer service skills and follow through.
• Must possess a valid State of Maine Class C driver’s license.
Preferred Skills & Experience:
• Management experience in a union environment.

Salary & Benefits:
This is a non union position (Grade D72) - Starting salary range: $110,933.00 - $128,622.00/yr.
