City of Portland - Recruitment Specialist
The City of Portland's Human Resources team is currently seeking a motivated and skilled Recruitment Specialist to join our team. The ideal candidate will have a proven track record in successfully managing the full cycle recruitment process and developing strategies to build candidate pipelines. The successful candidate will be proactive, detail-oriented, and capable of managing competing priorities effectively.
Position Overview:
This role will involve sourcing diverse candidates, consulting with hiring teams throughout the recruitment process, developing relationships with external community partners, and developing recruitment procedures and practices. This position is expected to be onsite in Portland, Maine, although flexible work arrangements including hybrid options are available.
Duties & Responsibilities:
• Ensuring that the City is following best practices in its recruitment, hiring, and onboarding practices.
• Designing and creating effective recruitment materials.
• Implementing an effective and accessible job application form and process.
• Serving as the point of contact for applicants who require a reasonable accommodation in the application or interview process.
• Standardizing the interview and selection process in accordance with best practices, including organizing training for hiring managers, to find the most qualified candidates and reduce bias in the selection process.
• Analyzing vacancies, success of recruitment campaigns, diversity of applicants and hires, etc. and adjusting strategies as needed to recruit a talented and diverse workforce.
• Managing and analyzing the City’s applicant tracking system (ATS), ensuring clean and accurate data for tracking and reporting as well as a seamless user experience.
• Working with department managers and PAOs, designing and implementing an overall recruiting strategy for the City.
• Organizing hiring events, attendance at job fairs, open house events, and similar recruitment events.
• Cultivating relationships with local organizations, schools, higher education institutions, community groups, and others to create job pipelines.
Required Skills & Experience:
• Bachelor’s degree in Human Resources or related field, or equivalent work experience.
• Three to five years experience managing the full life-cycle recruiting experience in a fast-paced environment.
• High level of computer literacy and proficiency in using and understanding spreadsheets, data manipulation, HRIS products (preferably Munis).
• Proficiency utilizing an ATS or other recruitment systems.
• Excellent interpersonal skills with good negotiation tactics.
• Ability to create and implement sourcing strategies for recruitment for a variety of roles.
• Proactive and independent with the ability to take initiative.
• Excellent time management skills with a proven ability to meet deadlines.
• Familiarity with laws, regulations, and best practices applicable to hiring and recruitment.
• Ability to work independently and as a group leader in problem solving activities with staff and management.
• Ability to establish and maintain good working relationships with outside organizations, service providers, employees, union representatives and managers.
• Excellent verbal and written communication and group presentation skills.
Preferred Skills & Experience:
• Experience in diversity sourcing.

Salary & Benefits:
This is a non-union position (Grade C43) - The starting annual salary for this position is $74,241 to $86,070.
