Community Development Manager

JOB PURPOSE:  Assumes all responsibilities of creating and administering the County Community Development Block Grant (CDBG) Entitlement Program.  The Community Development Office is a division under the County Executive Department.

QUALIFICATIONS: 

  • Bachelor’s degree in Community Development, Urban/Regional Planning, Public Administration, Economics, Statistics, or other related field and 7-10 years of substantial experience with community development, economic development and/or CDBG; or a Master’s degree in Community Development, Urban/Regional Planning, Public Administration, Economics, Statistics or other related field and 3-5 years of substantial experience with community development, economic development and/or CDBG;
  • National CDBG certification or successful experience managing a CDBG program;
  • Ability/Availability to travel to surrounding communities for meetings during the work week and on evenings and weekends;
  • Ability to collect and complete statistical analysis of data in the area of housing, homelessness, economic development and/or human services, including survey research preferred;
  • Experience planning and facilitating public participation process preferred;
  • Experience managing an Urban County CDBG Entitlement program preferred;
  • Experience developing strategic plans preferred;
  • Experience developing new enterprises in a public setting preferred;
  • Experience developing governance structures preferred.

MAJOR RESPONSIBILITIES:

  1. Develops the department of Community Development, including hiring and managing staff, creating department budget and performing administrative functions, delegating tasks to other agencies or existing staff when appropriate. 
  2. Administers all aspects of CDBG Entitlement program including creating forms and procedures, maintaining relationships with regional and national HUD personnel, and program monitoring.
  3. Facilitates process to build vision and consensus on program governance, procedures, and priorities with Municipal Oversight Committee, County Executive staff and County Commissioners. 
  4. Helps shape the strategic thinking and planning for the county as a region and as an organization through working with County Executive staff and County Commissioners. 
  5. Works closely with local Council of Governments and state and municipal governments to collect and analyze regional data in the areas of housing. 
  6. Develops and implements a citizen participation plan to elicit and incorporate substantial input from a broad cross-section of citizens. 
  7. Develops and maintains relationships with local municipal officials, state community development officials, Housing and Urban Development (HUD) staff, and local community agencies and plans and facilities meeting for those groups. 
  8. Stays current with national community development trends and relevant local news and happenings. 
  9. Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies. 
  10. Contributes to team effort by accomplishing related results as needed. 
  11. Supports the County’s safety and health policies by attending required safety training programs and reporting all accidents and suspected safety hazards to supervisor. 
  12. Participates as an active member of county committees.
  13. Performs other responsibilities as assigned.

This position is 40 hours per week, with a full benefits package. Salary is commensurate with experience.
