Pay Scale:  $28.58-$30.34/hour

Job Summary: 

Primary job will be responsibility for the technical management of the Penobscot County Public Safety Information Management System (CAD) and the PRCC application of Amazon Web Services. This position will perform analytical duties in the development, operation, administration and support of the CAD system to ensure the system functions efficiently and effectively on a 24/7 basis.

 

Essential Duties/Responsibilities:  

  • Knowledge of local, state, and federal laws, rules and regulations applicable to the Communication Division and all law enforcement agencies, fire services, EMS services with Penobscot Regional Communications Center
  • Knowledge of Penobscot Regional Communications Center Policies and Standard Operating Procedures
  • Knowledgeable in the duties of a Communications Dispatcher
  • Monitor adherence to policies, procedures and post orders
  • Maintain open communications with staff and supervisors, CAD users, Penobscot County IT Department and Penobscot EMA GIS
  • Manage projects related to maintaining and enhancing the CAD system
  • Test and support updates to the CAD system and associated software in conjunction with the Penobscot County IT Department
  • Provide technical support and assistance to end users
  • This position acts as a point of contact and liaison between CAD Users, PRCC and Penobscot County IT Department
  • Participate in CAD version updates and testing
  • Participate in CAD update implementation
  • Maintain CAD records and merge duplicate records
  • Complete system reviews to determine issues and confirm record accuracy & compliance
  • Maintain and update applicable Maine State Law & Statues
  • Provide statistical data and reports as needed
  • Attend vendor or user group-related meetings or trainings
  • Maintain and update all dispatch references
  • Investigate misuse of CAD in accordance with the PSIMS Policy and report findings to PSAG and any other appropriate entities
  • Maintain and enhance PRCC’s Amazon Web Services application and online reporting functions.
  • Assist in operating, updating and maintaining PRCC website and other social media accounts

 

Knowledge, Skills and Experience Required:

  • Minimum - High School Diploma or GED
  • Minimum - able to be or is certified in Emergency Medical Dispatching and Emergency Fire Dispatching
  • Successful completion or certification in M.C.J.A. Limited Access Course.  Must obtain Certified Terminal Operator within one year of hire.
  • Spillman Application Administrator certified or able to obtain within one year of hire.
  • Become proficient in the use of Amazon Web Services call handling platform
  • Experience in emergency communications, investigations, law enforcement, and or fire/ems is preferred
  • Must have personal computer knowledge and skills.
  • Able to perform and prioritize multiple tasks efficiently, while under stress.
  • Proficient in Microsoft Office programs.
  • Website design, coding, etc preferred
  • Minimum 18 years of age
  • Successful completion of department testing
  • Successfully pass a full criminal and motor vehicle background check, polygraph examination, and drug screening test.
  • Ability to understand, follow and provide written and /or oral instructions.

Work Environment:

Office setting within the Penobscot Regional Communications Center.
