SUMMARY

The Engineering/GIS Technician is responsible for supporting the City’s Geographic Information System (GIS) and engineering projects through data collection, analysis, and mapping. The Engineering/GIS Technician supports the City’s engineering and public works initiatives by conducting data collection, analysis, and mapping for various municipal projects. This position plays a key role in stormwater permit compliance, utility inspections, and asset management, ensuring regulatory adherence and operational efficiency.

SUPERVISON RECEIVED

Supervision is received directly from the City Engineer, although considerable independent judgment is exercised in everyday tasks.

SUPERVISION EXERCISED

This position oversees seasonal employees, utility inspection personnel, contractors, and other department staff as needed for specific projects. Supervision is carried out under the direction of the City Engineer or Public Works Director, ensuring compliance with project requirements, municipal regulations, and safety standards.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

  1. Assist with data collection, record-keeping, and preparation of annual reports for the City’s MS4 Stormwater Permit.
  2. Administer the Street Opening Permit program, including processing applications, issuing permits, tracking compliance, and conducting inspections.
  3. Perform GPS and GIS-related field data collection.
  4. Conduct survey data collection and assess the condition of City roads, infrastructure, and utility assets.
  5. Maintain and update asset databases and mapping programs to ensure accuracy and functionality.
  6. Tabulate data and create spreadsheets, graphs, and reports for analysis and decision-making.
  7. Assist in scheduling and coordinating inspections, maintenance, and quality control testing/sampling for regulatory compliance.
  8. Serve as the site safety and environmental compliance officer to ensure adherence to safety standards and environmental regulations.
  9. Perform other duties as assigned by the City Engineer or Public Works Director.

NECESSARY KNOWLEDGE, SKILLS, & ABILITIES

  1. Proficiency in GIS software and GPS data collection tools (ArcGIS Pro and ArcGIS Online).
  2. Experience with AutoCAD is desirable.
  3. Strong analytical skills with the ability to interpret and manage large datasets, and communication skills.
  4. Knowledge of municipal infrastructure, stormwater regulations, and utility systems is a plus.
  5. Effective communication skills, both written and verbal.
  6. Ability to work independently and collaboratively in a team environment.
  7. Valid driver’s license.
  8. Proficient reading construction plans.
  9. Familiarity with Microsoft 365 applications. Proficient with Microsoft Office programs (e.g. Word, Excel, PowerPoint, etc.).

 

EDUCATION AND EXPERICENCE

Associate or bachelor’s degree in civil engineering, Geography, GIS, Environmental Science, or a related field required. Relevant certifications or coursework in engineering, GIS, AutoCAD, or surveying are a plus.

Three to five years of experience in engineering, GIS mapping, surveying, or a related field required. Proficiency with GIS software, GPS data collection, and mapping tools. Experience with AutoCAD is desirable. Familiarity with municipal infrastructure, stormwater management, and regulatory compliance is preferred.

 

PHYSICAL DEMANDS

The employee must frequently lift and/or move up to 50 pounds. The role requires a full range of body motion, including bending at the waist and utilizing lower extremities and back muscles. Fine motor dexterity in both hands is necessary for computer use. Additionally, the employee must have the ability to operate a motor vehicle.

 

WORK ENVIRONMENT

The conditions described below are representative of those an employee may encounter while performing the essential functions of this role. Work involves exposure to outdoor and inclement weather conditions, extended periods of walking on uneven terrain, and construction site environments with potential exposure to noise, dust, and other related factors.
