GENERAL MANAGER

The Position

The Portland Water District (PWD) is seeking an experienced organizational leader to take on the role of General Manager. The General Manager will lead the organization with a strategic business approach while focusing on delivering high-quality water and wastewater services at affordable rates. The next General Manager will ensure that services continue to be environmentally sound and comply with government regulations and investments in PWD’s capital and workforce needs are prioritized. The next General Manager will foster a shared belief in PWD's values, goals, and philosophy and focus on building a strong and healthy workplace culture.

The General Manager will provide leadership and direction to a team of senior managers, including the Executive Director of Asset Management and Planning, Executive Director of Administration, Corporation Counsel (hired by the Board), Directors of Operations for Water and Wastewater, Director of Human Resources, and the Director of Public Relations and Communications. The General Manager reports directly to the Board of Trustees, administers the affairs of the organization, and carries out policies and plans as directed by the Board.

The next General Manager will ensure the financial stability of PWD by conducting ongoing analysis and collaborating with staff and the Board of Trustees to foster PWD's economic vitality and success. The General Manager will cultivate a culture of transparency and open communication by maintaining an environment where information is readily available to staff and creating a collaborative work environment. Effective communication channels will be established for both internal and external customers.

The General Manager will represent PWD with integrity and dedication, working to maximize employee relationships and collective bargaining efforts. The General Manager will select and develop managerial staff, evaluate performance, and implement personal development plans for direct reports. By maintaining knowledge of federal, state, and local regulations, the General Manager will anticipate future challenges and develop proactive recommendations for PWD's continued success.

The next General Manager will uphold PWD's positive reputation within the community. With a remarkable 96% customer satisfaction rate, this leader will continue to drive initiatives that maintain high standards of excellence.

Qualifications

Minimum requirements include a bachelor’s degree in business administration, engineering, or a closely related field and at least 10 years of progressively responsible experience in utility management, local government management, or management in a regulatory environment, with at least five of those years at a senior management or administrative level.

Preferred qualifications include a master’s degree, collective bargaining experience, and working with or overseeing public utilities. Additional skills that are preferred include the demonstration of building trust and engagement with internal staff and with customers, long-term planning, financing and delivery of capital projects, developing consensus with multiple stakeholder interests, and effective intergovernmental relations.

Compensation and Benefits

The expected hiring range is $225,000 to $250,000, depending on qualifications, with an excellent benefits package. Learn more about our options and employee-based benefits here.
