Human Resources Manager
Hancock County Government is seeking a Human Resources Manager to fill a vacancy in the County Commissioner’s Office. This is a full-time, 40 hours per week, on-site and benefits eligible position located in Ellsworth, Maine. The position offers a full benefit package and a starting wage range of $65,000 to $75,000.
Primary duties include, but are not limited to providing technical assistance on all personnel related functions; including: wage and salary administration; payroll; group health and life insurance; unemployment administration; labor relations and collective bargaining; workers compensation and safety; employment and selection; performance evaluations; disciplinary actions; personnel policies and procedures; training and development; records management; ensuring the County’s compliance with federal, state and local laws and ordinances that affect personnel; and other related functions.
A bachelor’s degree in Human Resources, Public Administration or related field with at least five years of experience is desired, although a combination of education and experience may be considered. Knowledge of and ability to administer personnel programs, insurance, safety, position classifications, compensation and benefits, recruitment, selection, risk management, labor relations, FMLA, ADA, FLSA, COBRA, Affirmative Action, Equal Opportunity Employment, and HIPPAA is preferred.
Ability to work with the County Administrator during the annual budget process to ensure that all employees are properly classified at the correct salary rates and that related compensation is properly quantified in the budget.
The applicant must be able to maintain confidentiality. Municipal experience would be desirable. Upon hire and periodically thereafter, must comply with Hancock County background check requirements with satisfactory results as outlined in current contract provisions.
