Human Resources Manager

Due to an internal promotion, we are pleased to open the Human Resources Manager position for Knox County.

Overview:

The Human Resources Manager performs a variety of complex administrative, technical and professional tasks in managing and administering the personnel policies and systems of the organization, including position classification and salary administration, policies and procedures development, compensation and benefits administration, recruitment, selection, onboarding, labor relations, FMLA, Workers’ Compensation, FOA requests, and training. Responsibilities

• Manages the Human Resources function to achieve established goals within budget; working with the County Administrator and Department Managers, plans, organizes and accomplishes HR-related tasks, projects and assignments, in accordance with state and federal laws and regulations; provides professional HR guidance to the County Administrator and Commission; consults with legal counsel as needed.

• Represents the interests of employees to management, and the interests of management to employees.

• Reviews and recommends changes as needed to HR policies and procedures to improve efficiency and effectiveness of operations.

• Administers the County’s employee benefits programs; make recommendations for changes and interacts/negotiates with vendors.

• Investigates and assists in the resolution of grievances; assists County Administrator and/or Department Heads in responding to, preparing for or representing the organization at personnel related hearings and investigations.

• Assists the Sheriff and Department managers with coaching employees for improved performance, and disciplinary action, as needed.

• Administers the Position Classification process, including preparing for Committee meetings; keeps Job Descriptions up to date.

• Salary range anticipated from $65,728.00 - $77,001.60.

Qualifications: 

Applicants should have 3-4 years of human resources management experience, preferably in a government and/or union environment, skill in planning, directing and administering personnel programs and systems, and ability to prepare and analyze comprehensive reports. Graduation from an accredited four-year college or university with a degree in human resources, public administration, business management or a closely related field and a Human Resources certification preferred.
