JOB PURPOSE: To ensure the execution of civil processes and mandates of the courts; performs all other related work as required. The position is part-time, twenty hours per week. There is a limited benefits package available. Pay is $28 per hour. Please note, applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time. QUALIFICATIONS AND EXPERIENCE:
- High School Diploma or equivalent. Preference will be given to postsecondary education, especially in criminal justice;
- Preference given to previous law enforcement officer with emphasis on civil matters;
- Training in real estate law and landlord/tenant law helpful but not required;
- Valid driver’s license;
- Working knowledge of the statutes, local laws, law enforcement rules and regulations, and the court system;
- Knowledge of civil and criminal law and rules of court;
- Thorough knowledge of the court system and procedures;
- Knowledge of unarmed self-defense;
- Ability to make sound judgments under stressful situations;
- Ability to communicate clearly and concisely;
- Ability to analyze and interpret laws, ordinances, rules, regulations, standards, and procedures and to apply them to specific situations and cases;
- Ability to work without direct supervision;
- Good problem-solving skills;
- Proficient computer skills with Spillman/Summit, Microsoft office, report generation, email, texting, voicemail, automated timecard and data entry.
MAJOR RESPONSIBILITIES:
- Performs functions primarily based on clearly prescribed standard practice but frequently required to make decisions, which involve choice of action within limits defined, by standard practice and instructions.
- Works under the general direction of the Captain and in accordance with applicable Maine State Laws, and relevant state, federal, and local regulations and standards, referring all unusual cases to supervisor.
- Operates vehicle (personal), computer, telephones and other standard office equipment.
- Makes frequent contacts with the general public to include tenants, debtors, lawyers, landlords, property managers, etc. Contacts are primarily in person with some contact in writing or by phone.
- Must adjust working schedule on a regular basis in order to accommodate the public.
- Has access to agency-related confidential information, such as highly sensitive personal information about citizens; the application of appropriate judgment, discretion and professional office protocols is required.
- Serves orders of civil court; delivers court orders such as subpoenas, garnishments, property executions to individuals.
- Confiscates real or personal property by court order for disposal at Sheriff’s sale and posts notice of sale in public locations.
- Assists individuals who are seeking procedural information regarding civil matters within legal parameters.
- Serves income and property executions and records and mails copies of such notices.
- Serves eviction notices and contacts attorneys to finalize evictions.
- Communicates, coordinates and facilitates with plaintiffs regarding all process assigned to them.
- Records delivery of civil documents and returned proof of service.
- Enters and maintains data and records into specialized files; completes necessary reports, as directed.
- Contributes to team effort by accomplishing results as needed.
- Maintains professional and technical knowledge by attending educational workshops, establishing personal networks, and participating in professional societies.
- Supports the county’s safety and health policies by attending required safety training programs and reporting all accidents and suspected safety hazards to supervisor.
- Performs similar or related work as required.
