Job Summary:
Responsible for the program management for the department, in conjunction with the Director. Employee must be available 24/7/365 in case of an emergency, and be available for daytime, evening, overnight, and/or weekend assignments. Assignments may include travel, training, exercises, attendance at meetings or conferences, EOC activations, and/or field work, some with little to no notice. Employee is required to perform all similar or related duties as the Director and acts as the Director when he/she is unavailable.
Essential Duties/Responsibilities:
- Provide collaborative incident response/recovery support operations to all agency partners and parties across multiple jurisdictions during emergent circumstances.
- Build rapport and establish collaborative relationships with a broad range of partners, including entities from the public, private and nonprofit sectors, academia, local residents and municipal leaders to identify, mitigate and resolve risks.
- Develop, organize, and facilitate the county’s multi-year training and exercise program in compliance with HSEEP doctrine.
- Manage the Local Emergency Planning Committee to include: annual Tier-II reporting, annual work plan development, semi-annual reporting, and fiscal oversight of the hazardous materials training stipend.
- Provide oversight on EMA’s social media presence and website content.
- Develop and deliver instructional and educational materials for both the public and governmental partners. Conduct presentations to civic organizations, agency partners, and public and private institutions on all-hazards, whole community preparedness topics.
- Serve as the County’s Emergency Operations Center (EOC) Coordinator during emergent crises by developing overall strategic objectives, implementing contingency plans, and managing EOC staff and requisite equipment.
- Assist in the development of the agency’s annual budget, as well as applying for and administering all federal grant opportunities for Penobscot County and the municipalities within.
- Manage the volunteer teams to include strategic planning and budgeting. Current teams include CERT/SAR, RACES/ARES, and UAS.
- Work as a member of the EMA team in the performance of duties.
- Be punctual for scheduled work and use time appropriately.
- Perform required amount of work in a timely fashion with a minimum of errors.
- Be neat and maintain a professional appearance.
- Understand and work within Penobscot County Government Policies and Procedures.
- Accept shared responsibility with staff members to successfully complete assigned projects.

Knowledge, Skills and Abilities Required:
- National Incident Management System and the Incident Command System
- Practices and principles of public administration and governmental fiscal management, including budget preparation, expenditure control, grant administration, and recordkeeping
- Community preparedness programs, effective teaching skills and training methods
- Local, state and federal regulations and standards relating to emergency management to include Title 37-B of the Maine State Statute
- Communications – Communicate effectively, both orally and in writing, with all constituents
- Conflict Management – Remain objective in sensitive situations and maintain constructive working relationships while seeking conflict resolution
- Problem Solving – Analyze and evaluate department operation, applying judgement and discretion in resolving problems and interpreting policies and regulations. Collect, assimilate, and analyze data and information related to operations, equipment, and functions, and prepare appropriate recommendations
- Decision Making – Apply judgement and discretion in making strategic decisions and taking action affecting emergency management programs, operations and staff. Work independently without regular direction, and troubleshoot problems in assigned area of responsibility
- Planning – Develop, prioritize, balance and complete long- and short-term goals. Develop related departmental projects, budgets, and objectives. Leverage resources and coordinate with internal and external partners to achieve goals
- Bachelor’s degree in a closely-related field accredited by the U.S. Department of Education; AND
- Two years of progressively responsible work experience in emergency management coordinating and managing emergency management services with local, county, state, and federal agencies; OR
- Any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job
- Completion of the following Incident Command System courses for National Incident Management System compliance
- Possess a Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) from the International Association of Emergency Management (IAEM); OR
- Possess a state-level certification in emergency management

General office conditions, noise level is usually quiet. Travel within Penobscot County as well as throughout the State to attend meetings, trainings and exercises directly related to emergency management and hazardous material storage, transportation and release. May be required to work outdoors in all weather conditions for training and exercises.
