Job Summary

The City of Ellsworth seeks an enthusiastic and customer service-oriented Utilities Coordinator to support the Public Works Department. The Utilities Coordinator performs a variety of complex administrative duties including monthly water and sewer billing, account maintenance, payment processing, lien processing, and account reconciliation. The ideal candidate will strive for excellence in customer service and efficient operations.

Key Responsibilities

Billing

• Generate monthly water, wastewater, and septage bills ensuring accurate and timely processing.
• Process payments for water, wastewater, and septage bills.
• Develop and implement billing policies, procedures, and best practices to enhance efficiency and customer satisfaction.
• Monitor and analyze billing data to identify discrepancies areas for improvement.
• Assist customers to resolve billing inquiries and disputes.
• Ensure compliance with Public Utilities Commission regulations and standards for utility billing.
• Oversee and manage the maintenance and updating of billing software and systems.
• Enter meter readings and other data into the billing system.
• Manage the collection of delinquent accounts and monthly disconnections.
• Process new service requests, transfers, and terminations.
• Verify and update customer meter readings.

Account Maintenance

• Maintain accurate records of system operations, maintenance activities, backflow prevention devices, and regulatory compliance.
• Maintain accurate and up to date customer account records.

Communication and Coordination

• Collaborate with department supervisor to ensure accurate meter readings and service information.
• Communicate with contractors, developers, and property owners for account-related issues.
• Coordinate with finance and accounting departments for revenue tracking and reporting.
• Coordinate with Communications Director to ensure accurate information is displayed on the City’s website.

Process Improvement

• Identify opportunities for improving account maintenance efficiency and accuracy.
• Implement new technologies and methodologies to streamline operations.
• Gather customer feedback to enhance service quality and satisfaction.
• Create, maintain, and revise policy and procedure manuals.

Preferred Qualifications

• Degree in business administration or a closely related field. High school diploma required.
• Two years of progressive experience in utility billing, public water and wastewater management, or municipal government.
• Any equivalent combination of education and work experience will be considered.

Skills

• Strong organizational and time-management abilities.
• Proficiency in Microsoft Office Suite.
• Ability to provide high level of customer service.
• High level of integrity, reliability, and professionalism.
• Previous experience in billing, accounting, or a related field preferred.
• Strong attention to detail and accuracy in data entry and record-keeping.

• Ability to work independently and as part of a team.

Salary

$45,000-$47,000. The City of Ellsworth offers a comprehensive benefits package designed to support employees in both their professional and personal lives.
