REQUEST FOR PROPOSALS

                                                                                                                   Public Works Dump Truck

I. INTRODUCTION

The Town of Sabattus, Maine {hereinafter, the "Town") will receive sealed Proposals for a 2019 or 2020 Diesel Dump Truck

All Proposals are to be submitted in sealed envelopes marked "Dump Truck" to the Town Office, 190 Middle Road Sabattus, Maine 04280, by 12:00 p.m. on Friday, June 28, 2019. Any Proposal received after the scheduled opening time shall not be considered. All sealed bids shall be opened immediately following the closure of bid acceptance. The Proposal must be signed by the Proposer with its full name and address and enclosed in a sealed envelope. Proposal shall contain all information and options necessary for the Town to make the proper choice.

Questions regarding this Request for Proposals should be directed toward Town Manager Anthony Ward. All questions by prospective proposers pertaining to this Request for Proposals must be received at least five (5) days before the date set for the opening of the Proposals.

Each Proposer is required to state in its Proposal: the Proposer's name and place of business and the names of persons or parties interested as principals with it; that the Proposal is made without any connection with any other Proposer making any proposal for the same Services; and that no person acting for or employed by the Town is directly or indirectly interested in the Proposal or any agreement which may be entered into to which the Proposal relates or in any portion of the profits here from.

No Proposals may be withdrawn within a period of thirty {30) days after the opening of bids.

 

II. Vehicle Specifications

Proposal is for 2019 or 2020 Dump Truck

The following lists of items are preferred in the bids.

  1. AXLE-FRONT
  • Heavy-duty spring suspension designed to support plow and R.H. wing in travel position and under full ballast load with no appreciable spring sag or deflection either side.
  • Right side front helper spring (or air assist) shall be provided to support plow apparatus weight, and so designed as to provide good riding characteristics when traveling unladed {Timbren spring not acceptable)
  • I-Beam type construction, set back
  • 18,000 lbs Min. Cap.

  • Dual power steering gear
  • 2 Extra Leafs-Wing Side (Passenger Side)

  • Driver's seat: cloth, premium high back air suspension with 3 chamber air lumbar, integrated cushion extension, forward and rear cushion tilt, adjustable shock absorber and both arm rests. Passenger seat: cloth, non-air-ride

  • 12 Volt alternator system, 160 amps capacity, minimum
  • Heavy-duty starter
  • (2) Maintenance free heavy-duty batteries, with a minimum of 2200 CCA
  • Enclosed battery compartment
  • Batteries shall be shielded from road splash
  • Standard cab marker lights

  • All exterior wire shall be salt-resistant type
  • Best hot water heater and defroster supplied by manufacturer
  • Dome light shall have independent switch

  • Plow lights wiring harness, which shall be installed by truck manufacturer​
  • Body builder electrical junction at back of cab with heavier load circuits for added lights for snowplow operations

  • Toggle switch, auxiliary (6ea) for lights to be mounted by customer and protected by fuses or circuit breakers

9.0        FRAME

 

  • Designed for heavy-duty service
  • Full depth, full length channel frame rails with 120,000 PSI, 2.5 Million R.B.M. section modulus of 21.0
  • Frame thickness of ½ inch
  • Frame shall be extended to incorporate plow set up and PTO pump
  • Heavy-duty gusseted cross members shall be provided to "diamond shaping" under extreme conditions. Local modifications not acceptable
  • Clear frame rails 36" back of cab, outboard, and below both sides

  • 22.5" x 8.25" heavy duty steel disc wheels minimum8400 pound rating

  • 12R22.5 16 ply radial tires, snow tread, rear
  • Wheel Guard, Front (Accuride) for metric hub piloted wheels with flanged mounting nuts mounted between hub and wheel.
  • Wheel Guard, Rear (Accuride) for metric hub piloted wheels with flanged mounting nuts, mounted between hub and wheel and between dual wheels.

The Town has set limited funding or financing amounts and all bids must include any titles, licensing, equipment installation and dealer fees for this truck. Proposers may add options as they see fit to enhance their package providing the figure with funding limitations.

 

IV. ACCEPTANGE/REJECTION

The Town/City reserves the right to waive any informality in proposals, to accept any proposal and to reject any or all proposals, should it be deemed in the best interest of the Town to do so.

Proposals may be held by the Town for a period not to exceed thirty (30) days from the date of the opening of proposals.
