City of Portland - Assistant to the City Manager for Constituent Services


Executive Department – City Hall - The City of Portland’s Executive Department is seeking an experienced individual to perform administrative work on behalf of the City Manager and oversee neighborhood and constituent affairs. This staff member also acts as a special projects coordinator and/or manager on interdepartmental City issues under the direction of the City Manager.  Duties include representing the City on various boards, subcommittees, task forces and State agencies, and acting as the staff liaison for the City’s sister-city programs; representing the City at public meetings and at various neighborhood association meetings and acting as a liaison between residents and City departments; acting as the City liaison for the appeals process for a variety of licenses and other matters; communicating and coordinating regularly with staff from all departments regarding operations in neighborhoods; investigating and following up with customer service issues on the City Manager’s behalf; coordinating inter-departmental responses to neighborhood issues; convening and facilitating meetings between residents, departmental staff and other service providers; anticipating the needs and issues of City residents and developing appropriate responses; providing periodic reports and updates to the City Manager/Assistant City Manager on projects, issues and committee work; acting as a direct resource for City Councilors to address constituent issues; overseeing/coordinating specific projects assigned by the City Manager; and providing staff support for the City Council Legislative Committee, which includes the development of agendas, backup materials, meeting minutes, and may prepare legislative testimony on specific issues. Qualified candidates will have graduated from a college or university with major course work in Public Administration, or any equivalent combination of experience and training which demonstrates the knowledge, skills and abilities to: multi-task, work under pressure, handle competing priorities, and meet deadlines; excellent public relations and facilitation skills; ability to analyze a variety of administrative problems, make recommendations for a proactive solution, and put such recommendations into effect; experience using a variety of computer software applications; ability to present facts and express ideas effectively, both verbally and in writing; knowledge of City services and familiarity with Portland neighborhoods is preferred, but not required; ability to work with minimal supervision; and ability to manage sensitive and confidential matters. The successful candidate will have demonstrated by prior work experience that they have considerable ability to establish and maintain effective working relationships with government officials, the City Manager, the City Council, City Department Leadership, members of Boards and Commissions, and the general public. Offers of employment are contingent upon the completion of a satisfactory criminal background check. 

Salary range is $65,969 - $78,761 annually.
