GENERAL POSITION SUMMARY
The Assistant Public Works Director is a key member of the Public Works Team, directing and supervising staff in the operation and maintenance of Town owned infrastructure. This position is a full-time, salaried position overseeing the operation of the Highway, Town Garage, Transfer Station, Sewer, Stormwater, Marina and Buildings-Grounds departments. The Assistant Public Works Director will also work with the Director to achieve departmental budget preparation and adherence. The Assistant Director will directly supervise the Public Works staff with day to day operations. Another key role for the position is oversight of regulatory compliance with regard to the Town’s CSO, MS4, SPCC, MEPDES, and Solid Waste annual responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE:
• Manage a staff of 12-14 effectively and find departmental efficiencies
• Direct day to day operation of the highway, street, and sidewalk
maintenance and construction programs as well as the sewer and storm
collection systems, transfer station operation, and building and grounds
maintenance activities
• Maintain effective working relationships with employees, Town Officials,
and the general public.
• Must be calm natured, but assertive, and fair in all personnel matters
• Assist the Director with preparation of departmental budgets, controls
expenditures
• Follow up on complaints from the public as received by phone or email
• Directs winter maintenance activities
• Oversee mandated training of staff within the department
• Performs related duties as required

OTHER RESPONSIBILITIES:

• Maintains current knowledge of municipal, State and Federal regulations
and statutes related to infrastructure, sustainability and energy efficiency
and keep the Director apprised of any issues
• Provides the Director with prioritized recommendations for new,
replacement and major maintenance needs of the public infrastructure
• Assists with plans, designs and cost estimates for repairs and renovations
for Town facilities
• Advises the Director on matters related to facility efficiency and methods to
reduce operational costs
• Interprets and communicates local, regional, State and Federal regulatory
compliance matters with the Director
• Maintains current knowledge of State, Federal regulations, statutes, and
policies related to infrastructure and the safe operation of vehicles and
machinery
• Assists with submission of all regulatory compliance reports for Maine State
DEP and US EPA permit requirements, including MS4, CSO, Annual Solid
Waste, MEPDES and SPCC requirements
• Assists the Director with solicitation of bids for contracted services
• Assists the Director with coordination and implementation of the annual
paving program for Town roads
• Perform additional duties that are consistent with the primary position’s
responsibilities, knowledge, skills and abilities, as assigned by the Public
Works Director

PREFERRED REQUIREMENTS, SPECIALIZED SKILLS, PROFESSIONAL CERTIFICATIONS OR LICENSES

• High-school diploma
• Graduation from an accredited four-year college or university program
preferred
• No professional licenses required, class B license preferred
• Proficiency in the use of the technology systems in the office, to include MS
Word, Excel, online sources, and other computer systems and smart
phones as required
• Ability to read and interpret technical reports, grant applications, regulatory
and local Ordinances, State Statutes and Federal Codes
• Ability to work in a fast paced and stressful environment
• Collection system certification preferred
• Need to be available to work any time during a 24-hour period in the winter
months
