General Information


Project Title: Spruce Head Island Causeway Road Improvements


Due Date: February 11th, 2020


Estimated time period to complete the Project: 1.5 years


Purpose: The Town of South Thomaston (Town) is soliciting proposals from licensed engineering firms (firm) for engineering services to develop an engineering design plan to make Island Road more resilient to provide safe travel between the mainland and Spruce Head Island. The two primary concerns that need to be addressed in the proposed plans include raising and repaving two portions (total of 800 feet) of Island Road to make it more resilient to natural events and to provide room for pedestrian traffic on the same road.


Background: The Town is in the process of gathering funds for the construction phase of this project and has recently received a grant from the Island Institute for the creation of preliminary plans. The maximum amount that can be spent on the preliminary plans are $10,000. The reason the Town is active on this project now is because of the recent increases in storm surges and sea level rise that is starting to raise local concerns. The concerns revolve around the impact natural events are having on portions of this public road that is the only land-accessible option for those who use Spruce Head Island either for residency or for the Town’s primary working waterfront. The structural integrity of Island Road is getting to the point where significant storms could result in road closures for public safety.

The first section of the road is located from the intersection of Island Road and Village Road that extends 400 feet east to the intersection of Island Road and Halls Point. The second section is another segment of 400 feet prior to the bridge leading to Spruce Head Island.

Proposal Submissions: Two Copies of the proposal must be received on or before February 11th, 2020. Proposals must be submitted in a sealed envelope marked “Island Road Project”. Please complete the enclosed proposal transmittal form.


During the proposal evaluation, the Town reserves the right to request written information to assist in the evaluation of proposals. All proposals and written responses to the Town’s request for additional information shall be signed by an officer/owner/principal of the firm submitting the proposal.


The selected firm will require approval by the Selectboard and shall enter into a contractual agreement with the Town. 



Evaluation and Selection Process: Proposals shall be evaluated according to the procedures contained in the RFP. The Town reserves the right to reject all proposals for any reason, waive any technicalities and/or irregularities and to negotiate with any proposer. All proposals and other information submitted shall become property of the Town and shall not be returned.


Scope of Services




The information provided in this section is not intended to comprise a detailed scope of services, rather it is intended to provide general information to firms wishing to submit proposals and to solicit their recommendations regarding the exact task of work needed to accomplish the Town’s goals.


The selected firm will be required to comply with all applicable requirements of the Island Institute and Northern Borders Regional Commission grants.


The Town will negotiate the detailed scope of services with the successful firm, should the Town elect to proceed with the project. 


Services to be provided by the Engineering Firm:


The firm shall be responsible to work with the Town to identify an engineering design for Island Road that will be economical to construct, economical to maintain and provide long-lasing durability. Specifically, to develop an engineering design to:

  • Raise the first section of Island Road at least 3 feet in elevation;
  • Reconstruct the existing retaining wall adjacent to the first section’s intersection;
  • Raise the roadway elevation and increase drainage near Lobster Pond;
  • Stabilize both eroding shorelines for both Island Road sections;
  • Provide a safe access option for pedestrians.


The final engineering design plan and specifications shall include construction bid documents and shall identify and preliminary prepare all applicable state and federal permits applications.

Information to be Submitted in the Proposal:


  1. A written description of the firm’s understanding of the services requested and the overall approach and plan to complete the project including a chronological order by task work plan in outline form.
  2. Brief description of the firm and its experience with similar projects.
  3. Identify firm staff that will work on the project and briefly describe their qualifications
  4. Identify subcontractors that will work on the project, including testing and evaluators, and briefly describe their qualifications.




Proposal Evaluation


The Town shall evaluate each proposal according the following criteria:


  1. The firms experience with projects of similar size and scope including experience working with state and federal permitting agencies.
  2. The qualifications of key personnel assigned to the project.
  3. The qualifications of subcontractors assigned to the project.
  4. The overall approach and plan to complete the project in an efficient and effective manner.
  5. The quality of the proposal and the any special capabilities the consultant could contribute to the project.


Insurance Requirement

If the firm is selected it shall furnish the Town with a certificate(s) of insurance executed by a duly authorized representative of each insurer, showing compliance with the insurance requirements set forth below and naming the Town as an additional insured.  The firm shall, at its own expense, obtain and keep in force insurance coverage which shall be maintained in full force and effect during the term of the contract.

Workers Compensation

The firm will at all times comply with all applicable workers’ compensation, occupational disease, and occupational health and safety laws, statutes, and regulations to the full extent applicable.  The Town will not be held responsive in any way for claims filed by the firm or their employees for services performed under the terms of this contract.  Additionally, the firm is responsible for ensuring that any subcontractors provide adequate insurance coverage for the activities arising out of subcontracts.

Sole proprietors without workers compensation coverage that contract with the Town must sign a waiver of workers compensation coverage.  Sole proprietors without workers compensation cannot hire a subcontractor who does not have workers compensation coverage.
