Public Works DepartmentSearch Extended - The Department of Public Works is seeking a highly talented individual who will be responsible for developing and implementing the City’s (including Islands and mainland) solid waste collection and disposal systems for trash and recyclables and overseeing public outreach, enforcement and the Ocean Avenue landfill.  The successful applicant will be a key resource on State and regional waste issues and is expected to manage a team of employees involved with a range of solid waste services and deliver a high level of customer service.  Work is performed with considerable discretion, initiative and independent judgment under the general direction of the Deputy Director of Public Works.  Primary responsibilities will be to oversee the City’s solid waste programs; may serve as a board member on Ecomaine and participate in regional and State forums on solid waste; monitor and administer programs that regulate the operation of commercial waste haulers; work closely with Corporation Counsel to facilitate the rewriting of ordinances affecting the solid waste programs and coordinate on issues involving enforcement action or litigation against violators of sanitation ordinances; may assist in the State mandated regulations related to the Ocean Avenue landfill and associated property; represents the Department at neighborhood meetings and public forums where solid waste services may be a topic and makes public presentations on the City’s solid waste programs; serves as liaison between the Department of Public Works, Permitting and Inspections and the Police Departments to ensure enforcement of solid waste and sanitation ordinances; work closely with Finance Department to coordinate the billing of fees for waste hauling licenses and programs; serves as City liaison with the contract operator of the Riverside Recycling Facility and reviews reports and invoices sent to the City; and develops the Divisions budget and CIP requests for the Director’s review; seeks out and prepares applications for Federal, State and private grants related to solid waste; participates in winter operations as required; and other related work as required.  Requirements:  Graduation from a college with a degree in environmental science engineering, public administration or other related degree or any equivalent combination of training and experience which provides experience with supervising and managing an element of a public works function including residential solid waste, recycling, and disposal; strong organizational and customer services skills; understanding of Local, State and Federal solid waste safety rules and regulations; excellent communication skills, verbal and written; proven experience establishing and maintaining effective working relationships with other employees, supervisors and the general public with ability to use team building and collaborations skills in working with a wide range of employees to achieve common goals; experience gathering, organizing and interpreting complex data using computerized information systems; experience or ability to learn city software including Cityworks, See Click Fix, word processing, spreadsheets and asset management; experience developing and evaluating program standards and must possess valid Maine Class C driver’s license and have and maintain good driving record. Offers of employment are contingent upon the completion of a satisfactory criminal background check.  Desired Experience and Training:  Experience in the waste hauling and recycling industry or in a municipal solid waste department; familiarity with modern solid waste management practices through professional training and development from the American Public Works Association (APWA) and/or the Solid Waste Association of North America (SWANA); and proven successful supervisory experience of three (3) or more years in a union environment. 

Salary Range $62,829 to $75,017 annually, based on qualifications and experience.
