CONSTRUCTION INSPECTION SPECIALIST
Public Works Department – The Department of Public Works is seeking a talented team member to perform skilled technical and professional level work in the field of municipal engineering construction inspections and will perform complex assignments under a minimum of general supervision and exercise independent judgement. The successful candidate will provide oversight and inspects municipal infrastructure construction activities, including construction preparation, review of plans and specifications for municipal public works projects such as stormwater and sanitary infrastructure, transportation projects, sidewalk projects, and private development site construction; will direct, monitor and carry out day to day construction inspection activities for City infrastructure projects, act as a senior resident inspector, supervise subordinate inspection personnel; provides direct and indirect customer service related to ongoing construction activities, monitors and addresses customer concerns thru evolving technologies; trains associate inspectors to meet requirements of duties mandated under specific financing programs such as HUD and the State Revolving Loan Fund and reviews pay requisitions prepared by associate inspectors; may review quantities and construction cost estimates for projects and provide technical advisor services for construction/reconstruction of street drainage, sewer and transportation projects; assists in the development of standardized methods of construction documentation and record keeping; provides recommendations for revision of details and policies in the City’s Technical Design Manual. Requirements: Graduation from an accredited college or university with specialization in construction engineering, possession of fundamentals and progressively responsible experience in the specific field of construction project management, or an equivalent combination of experience, training, certification; ability to plan, direct and coordinate the work of subordinates; experience operating computers and utilizing contemporary documentation, tracking and reporting application and software tools effectively; ability to express ideas and understand instruction effectively, orally and in writing; ability to establish and maintain effective working relationships with other employees, superiors, contractors, consultants, public utilities, regulatory agency representatives and the general public, and to deal with public relations issues in a courteous and tactful manner; thorough working knowledge of excavation and work zone safety requirements; ability to withstand exposure to varied climatic conditions and maneuver over uneven terrain; strong organization skills to make frequent transitions of job duties as related to active construction work areas and office work as may be required; must be able to read and fully understand construction plans, including ability to calculate pipe slope and elevation grades; must have excellent communication, conflict resolution and negotiation skills. Training and Experience Desired: Minimum of ten (10) years of experience as resident inspector/construction project inspector or equivalent number of years as design engineer and inspector; working knowledge of general accounting practices; experience using software tools including windows operating systems, Microsoft office 10 or newer, including Word and Excel, CityWorks, Street Openings Program custom software. Successful applicant must possess a valid State of Maine Class C motor vehicle operator’s license and must have and maintain a good driving record. Offers of employment are contingent upon the completion of a satisfactory criminal background check. Pay rate starting at $940.50/week.
