VICTIM WITNESS ADVOCATE- JUVENILE UNIT- DISTRICT ATTORNEY’S OFFICE

Cumberland County is currently seeking qualified applicants to fill a full time Victim Witness Advocate vacancy in the District Attorney’s Office.

JOB PURPOSE:  The purpose of this position is to assist and educate victims of crimes by providing them with information, support and other services as they proceed through the criminal justice system.  Assists attorneys, victims and witnesses with trial preparation, related court hearings and dispositional processes. Performs all other related work as required.

QUALIFICATIONS: Bachelor’s degree in social work or psychology and two to three years of related work in a social service setting or any equivalent education, training, experience. Valid driver’s license. Social Work License is desired. Knowledge of criminal justice system, law enforcement and statutes related to victims’ rights. Knowledge of services and resources available to victims of crime, particularly sexual assault, for all age groups (children to adults). Knowledge of adolescent development. Working knowledge of how to deal effectively with victims of trauma, families in crises, victims of sexual assault and a basic understanding of child development. Ability to work with individuals, families and community agencies.  Ability to work with teenagers and adolescents who are resistant or angry. Ability to coordinate and monitor victim’s care.  Ability to work well with a variety of social service agencies. Must have crisis intervention skills, social work skills, and facilitation skills patience to work with emotionally fragile victims. Proficiency in typing, word processing, and data entry skills.

MAJOR RESPONSIBILITES:

  • Reviews police report and makes initial contact with victim to discuss case status and assess and determine needs and/ or concerns they would like the District Attorney’s Office and or the court to be aware of.  When appropriate or as needed, provides written correspondence to victim informing them that a court proceeding has been initiated and inviting them to call with concerns or questions, including cases involving felonies and misdemeanors involving crimes of violence, property loss, human trafficking and sexual assault.
  • Schedules meetings with victims to obtain information and to explain the court process including but not limited to restitution, probation, victim offender mediation, random search and testing, no contact orders, non-filings and no complaints.
  • Arranges meetings of victims and prosecutor to assist victims by explaining the facts of the case, anticipated outcomes, trial preparation or possible plea options and is present in court with victims or to assist the Assistant District Attorneys with victim input if victim cannot be present.
  • Assists District Attorney and Assistant District Attorneys by coordinating case preparation including preparation of copies and itemized lists of discovery materials and maintaining daily court lists, setting up equipment as needed
  • Assists victims by referring them to appropriate resource agencies such as, the Victim Compensation Department, Family Crisis, Community Resolution Center, Bereavement groups and local law enforcement agencies.
  • Informs victims of dispositions imposed by the Court by preparing “close-out” letters.
  • Files/fax a request on behalf of the victim to the appropriate criminal institution regarding notification or release of the defendant.
  • Assists victims by interviewing and discussing issues regarding the necessity of their testimony, including assessing their reliability and preparing them for court proceedings, personal material loss, emotional loss, and possible rehabilitative measures that may be imposed for the defendant.
  • Assists with the smooth process of court proceedings by working to ensure that the victim/witness is present when required for court or interviews.
  • Ensures that the Probation Department receives appropriate paperwork post-conviction and follows up on probation revocations.
  • Assists attorneys and other staff by maintaining current case information in the computer system and by placing written notes in files before all scheduled court appearances.
  • Maintains professional and technical knowledge by attending educational workshops; establishing personal networks; participating in professional societies.
  • Hold pre-grand jury meetings with victims to explain the court process; coordinate and participate in pre-trial meetings with victims and witnesses; accompany victims and witnesses to court; assist attorneys in trial/hearings. 
  • Assists police and other agencies as needed.
  • Performs general office clerical and administrative duties as needed; answering the telephone; typing, filing, faxing and reviewing, distributing incoming mail.
  • Contributes to team efforts by accomplishing related results as needed.
  • Fulfills job function by participating as an active member of training; participating on County task forces and performing other responsibilities as assigned.
  • Performs similar or related work as required, directed or as situation dictates.
