Human Resources Director - Town of Lisbon

 

The Town of Lisbon is seeking qualified, experienced applicants for the position of Director of Human Resources. This position reports directly to the Town Manager, coordinates employment and training programs with department heads, while being responsive to the needs of staff. This position performs a variety of complex administrative, technical and professional work in directing and supervising the personnel systems of the organization, including classification, compensation, recruitment, selection, labor relations, and training. The successful applicant will be responsible for planning, organizing, directing, and controlling all aspects of human resources, payroll and benefits management for the Town of Lisbon.

REQUIREMENTS:

In-depth knowledge of a wide variety of employment related subject matter. Must have ability to implement new policies affecting personnel to ensure the town’s compliance with laws, both new and existing;

 Considerable knowledge of modern policies and practices of public personnel administration; thorough knowledge of employee classification, compensation and benefits, recruitment, selection, training, and labor relations; working knowledge of risk management and safety practices; ability to counsel employees confidentially, positively, and effectively;

 Ability to manage all aspects of payroll, benefits and associated reporting; ability to analyze benefit costs, identify different approaches, make recommendations for change if necessary, and implements approved changes;

 Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion; skill in operating office equipment;

 Skill in preparing and administering municipal personnel budgets; skill in planning, directing and administering personnel programs and systems;

 Ability to work productively and independently, with only occasional oversight by the Town Manager, while following regulatory and general policy guidelines, and being responsive to the needs of staff;

 Ability to effectively negotiate collective bargaining agreements;

 Ability to establish effective working relationships with Town staff, Town officials, and the public;

 Excellent organizational and communication skills, especially verbal and listening, in both personal and group presentation settings.

EDUCATION:

Graduation from an accredited four-year college or university with a degree in human resources, public administration, business management or a closely related field, and five (5) year of experience in a human resources capacity is preferred.
