YORK COUNTY GOVERNMENT is seeking the services of a focused Clinical Director. Individuals and/or Agencies wishing to submit a proposal must do so by October 29, 2021.
Current programing in the County consists of pretrial services, substance use disorder treatment including several M.A.R. programs, behavioral and mental health services. These services are performed in the county jail as well as outside of the county jail. The aggregate investment in the current programming is roughly two million dollars annually. All services are contracted out.
York County Government is at an inflection point as a provider of mental health, behavioral health and substance use disorder treatment, including M.A.R.
In addition to the current programming, York County Government is contemplating additional investments in behavioral health and substance use disorder treatment. Additional contemplated investments include an enlarged treatment center that can be opened to the larger community, a detoxification center with adequate beds and staffing and further investments in behavioral health to include such concepts as crisis response teams.
The individual or agency will be tasked with reviewing the current programming in conjunction with new opportunities, as listed previously or, as they present themselves with an eye towards restructuring, if needed, development of new and innovative programming responsive to all the previous categories mentioned, including the potential to add a billing component in conjunction with current funding levels. The goal is to look at all programs, current and future, and help us develop a model program that is responsive, flexible and cost-effective.
York County Government is seeking assistance from an agency or individual who understands the value of the programs at a regional level and the critical role County Government plays in the delivery of these services.
Accordingly, we are seeking an agency or individual with deep experience in clinical programming with a C.C.S. license to include:
- Experience working with LCSW’s, LADC’s, LCPC’s, med techs and residential technicians.
- Experience with residential and outpatient substance use disorder treatment.
- Experience in applying for licensing and participating in licensing reviews.
- Demonstrated experience supervising employees delivering the various modalities of treatment offered to include individual and group settings, motivational interviewing, cognitive behavioral therapy and experience with therapeutic communities.
- Experience in compliance with regulations and requirements from insurance/MaineCare and the licensing bodies for both, mental health and substance abuse.
Interested agencies/individuals should submit a proposal to the County no later than October 29, 2021.
Proposals should include sufficient detail and information for the County to make an informed decision. For continuity and clarity, it is the preference of the County to have a single individual assigned. However, the County is open to all proposals. Between meetings and general business duties, the County anticipates that hours will be variable (10 to 20 hours per week) and as such, will maintain flexibility for the agency/individual.
The County will work with the selected agency/individual on the development of a contract for services and will also entertain other types of employment relationships.
