Chief of Operations - Fire Department - City of Portsmouth, NH

NATURE OF WORK

The purpose of this position is the proper and efficient operation of the emergency services and training divisions. The incumbent supervises and directs staff; plans and directs emergency response activities; administers an ALS ambulance service; conducts training; develops and implements promotional and hiring examinations; and performs administrative duties as assigned. Work is performed under the direction of the Fire Chief.

The Hours of Duty shall be based upon forty- (40) hour work week, five (5) work days, eight (8) hours per day. This position must also participate in the chief officer on-call rotation schedule.

Benefits and other terms and conditions of employment are governed by an employment agreement (contract) between the Fire Commission and the Employee. Except as otherwise contained in the agreement, the employee’s benefits will follow those established in the agreement currently in place between the City of Portsmouth and the Professional Management Association.

SUPERVISION

Incumbent works under the general direction of the Fire Chief, incumbent prioritizes and performs work in accordance with standard practices and previous training, with substantial responsibility and independence. Incumbent is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines and priorities. Technical and policy problems or changes in procedures are discussed with supervisor. Supervisor is kept informed of work activities through discussion at regular meetings. Incumbent has access to confidential personnel files, law suits, and criminal investigations and records for the department.

Incumbent is responsible for the direct supervision of sixty (60) full time employees, and any part time employees. Incumbent designs and conducts all entry-level evaluation processes, evaluates probationary employees, and disciplines employees. Employees are located in different areas and work different shifts than the Operations Chief. The workload fluctuates unpredictably throughout the year. Incumbent is required to work outside of normal business hours on a daily or nightly basis and may be contacted at home for emergencies at any time.

 

MINIMUM REQUIRED QUALIFICATIONS

Associates Degree in fire science or related field, Fire Officer II, EMT – Intermediate and ten (10) years full-time fire experience with 3 years as a Company Officer. Residency negotiable however, 15 minutes from the city within one (1) year of appointment is preferable.

A Bachelors Degree in fire science, public administration or related field, Captain or higher rank, Paramedic and completion of National Fire Academy’s Executive Fire Officer Program are highly desirable.
