The Town of Monmouth is soliciting proposals for the engineering, procurement, construction, and operation of a medium – scale, utility interactive solar photovoltaic generating system (“Project”) on its transfer station property in Monmouth, Maine, for renewable energy and reduced costs.
The system shall be grid tied to Central Maine Power Company, (CMP) on a net energy billing basis (Net metering) to be determined by proposer. Exact system size, technology, and equipment used shall be at the discretion of the proposer. The Town intends to finance, purchase and operate the Project with assistance from a qualified vendor. The Proposer is encouraged to propose a maintenance provider as part of the proposal.
The Town is hoping to take advantage of rule changes authorized by the recently passes federal law, the so-called Inflation Reduction Act, to assist the Town in financing the project. The Proposer is encouraged to provide information on how the Project will interact with and benefit from various financing schemes allowed in current law.
Additional considerations may include appearance, security, schedule and the availability of performance data for educational purposes. The solar arrays must be complete turnkey systems, including, solar panels, inverters, wiring, metering, controls, coordination, operation, and maintenance. The Proposer will obtain all authorizations as needed with local and or state permitting, PUC and CMP, for connections to the power grid, operation, etc.
It is anticipated that construction would begin in the summer of 2023.
