The Kennebunk, Kennebunkport and Wells Water District, whose administrative business and technical services office is located at 92 Main Street in Kennebunk, Maine, is recruiting to fill the newly-created position of Human Resource Director.
The District is a quasi-municipal, premier public water utility, that was created by an act of the Maine Legislature in 1921 and is governed by an elected four-member Board of Trustees with 41 full-time equivalent employees. The District is a growing enterprise that currently provides service to over 14,500 metered customers throughout 7 vibrant coastal communities, including the Towns of Kennebunk, Kennebunkport, Wells, Ogunquit and Arundel as well as the northern York area and the Granite Point and Biddeford Pool areas of the City of Biddeford.
The new Human Resource Manager is an exempt salaried position that reports to the Superintendent. The Human Resource Manager will perform a variety of complex administrative, technical and professional tasks in managing and administering personnel policies and systems of the organization including, but not limited to: position classification and salary administration, policies and procedures development, compensation and benefits administration, recruitment, selection, onboarding, labor relations, FMLA administration, Workers’ Compensation, FOA requests, and training. The Human Resource Manager will also serve as the District’s Safety Officer and Chair of the District’s Health and Safety Committee. The District takes employee safety very seriously and has been a Maine Department of Labor (SafetyWorks!) SHAPE award winner since 2009.
Candidates should possess the following: Bachelor’s degree in Human Resources, Business Administration or the equivalent in education and closely-related work experience; professional Human Resource certifications (i.e. SHRM, PHR); at least three years of human resources management experience, preferably in the public sector, directing and administering personnel programs and systems; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, management and the public; proficiency in the use of Microsoft Office Windows, Word, and Excel; and the ability to pass a background check and physical exam.
The District offers a comprehensive benefits package including healthcare, retirement, paid time off, dental, vision, life insurance and other benefits. The salary range for this position is $74,027 to $91,582, depending on the qualifications and experience of the successful candidate.
