FINANCIAL MANAGER, HEALTH AND HUMAN SERVICES

The City of Portland’s Health and Human Services Department is seeking a highly qualified candidate to serve as the Department’s Financial Manager. This position reports to the Director of Health and Human Services and is a member of the HHS leadership team. This position is responsible for the financial oversight of the Department’s budget totaling $80,463,404 in FY23. A successful candidate in this position will work with and provide oversight to multiple financial teams within the Health and Human Services department in the divisions of Public Health, Social Services, Office of Elder Affairs and the Barron Center. A successful candidate will balance team work with the ability to work independently. The Financial Manager collaborates daily with a team of financial staff. Candidates must have significant experience with financial reporting, auditing and analysis, and the ability to learn new financial systems. Preference will be given to candidates with municipal government experience. The City’s Health and Human Services department is the largest in the City and as such, the Financial Manager is involved in a wide variety of projects ranging from assisting with the opening of our new Homeless Services Center to conducting a comprehensive internal audit.
Additional preferred experience should include: Monthly budget reporting and annual budget creation, experience with grant reporting and financial oversight, as well as supervisory experience. Applicants must be highly experienced using computers and spreadsheets. Considerable experience in financial analysis and a bachelor's degree in finance or business administration required; masters level preferred. Offers of employment are contingent upon the completion of a satisfactory criminal background check. A flexible work schedule is available for this position.
Non-Union position – Grade C51 – Salary range: $73,097.00-$84,733 annually.
